1. The Laws of the Kingdom of Atlantia

1.1

All prior laws not listed in this Great Book of Laws are hereby repealed. Only those laws listed here or enacted here after in the manner described below, local civil law and the by-laws and Corpora of the Society for Creative Anachronism, Inc. are in effect in the Kingdom of Atlantia.

1.2

No laws may be enacted, changed or repealed without the approval of the Crown or the Regent in the absence of the Crown, after consultation with the Curia Regis. Any action or circumstance not addressed or expressly forbidden by law shall be interpreted to be allowed or disallowed at the will of the Crown.

1.3

Laws do not take effect until proclaimed at a Kingdom-level event and the text published in the Kingdom newsletter. Laws must be given to the Kingdom Chronicler, in writing, at or before the Crown's last court to be valid. No provision of kingdom law shall be in effect, nor shall the subjects of the kingdom be responsible for such provisions, until such proclamation and publication has taken place.

1.4

The Appendices to the Great Book of Laws have the same effect, and fall under the same creations and proclamation laws, as the Law. Appendix E The Kings and Queens of Atlantia, may be updated with each publication of the Complete Book of Laws.

1.5

The Chronicler will not publish any laws without the signatures of the Crown.

1.6

The Great Book of Laws shall be published every second year during the Winter Reign.

2. Duties and Powers of the Crown

2.1

All outgoing Crowns shall turn over a complete record of their reign and all previous files of the monarchy to the incoming Crowns no later than one week after Coronation.

2.2 Ensuring Succession of the Crown

2.2.1 In the case of the inability of either the Sovereign or the Consort to complete the reign, the remaining Monarch shall assume the duties of both until the Coronation of their successors.

2.2.2 The Crown shall cause to be held a Crown Tournament to choose their successors.

2.2.3 A Regent shall be appointed at Coronation to fulfill the duties of the Crown should they be unable to do so and relinquish the thrones. The Regent's duties and powers in such a case shall be:

2.2.3.1 To see to the conduct of a Crown Tournament if one has not yet been held.

2.2.3.2 To hold in trust the regalia and records of the monarchy for the future Crown.

2.2.3.3 To cause to be held and conduct any required Curia Regis.

2.2.3.4 To conduct such correspondence in the name of the Crown as is deemed necessary for the function of the Kingdom and to ensure continuity for the future Crown.

2.2.4 In the case that either the Crown Prince or the Crown Princess is unable to assume the throne, a new Crown Tournament must be held at the earliest possible date to ensure the succession.

2.3 Banishment.

2.3.1 For types of banishment see Corpora VI.A.1.h. for the types of banishment and the regulations governing them.

2.3.2 Banishment from the royal presence and the realm shall be for a specified and stated period of time which shall commence at the moment of proclamation and shall not exceed the reign of the Crown who proclaims it. Absolute banishment may extend beyond the current reign.

2.3.3 Banishment may be renewed by successive Crowns.

2.3.4 Sentence of banishment (including type and duration) shall be made in Royal Court and shall be published in the Kingdom newsletter.

2.3.5 Banishment is lifted if either the term of banishment expires, or the reign of the Crown expires, or the Crown lift the banishment by proclaiming the banishment lifted in Royal Court. This proclamation must be printed in the Kingdom newsletter.

2.4

The arms of the Royal Heirs shall be those of the Sovereign and Consort respectively, with a Label, Or.

3. Curia Regis

3.1

Curia Regis is hereby defined as an assembly which must be called at least once per reign in order to gain consultation and advice on the administration and governance of the Kingdom.

3.2

The Crown shall call the Curia Regis into assembly.

3.3

The members of the Curia are:

3.3.1 The Crown Prince and Princess of Atlantia.

3.3.2 Any Atlantian Territorial Princes & Princesses & Their Heirs.

3.3.3 All officers of state.

3.3.4 All landed Barons and Baronesses.

3.3.5 All Atlantian group Seneschals.

3.4

Any other person may attend the Curia Regis but may speak only if recognized by the Crown to do so.

3.5

Written proxies may be accepted by the Crown if received prior to the commencement of Curia.

3.6

Meetings of the Curia Regis shall be called as follows:

3.6.1 The date, time, place, and if possible a tentative agenda, shall be published in the Kingdom newsletter or a mailing shall be made to the members of the Curia at least thirty days prior to the date of Curia.

3.62 Emergency meetings of the Curia Regis shall be called by a letter to the members of the Curia. This notification shall be mailed at least ten days before the date of the Curia and shall include the reason for the emergency meeting. An emergency meeting shall be limited to the topic(s) listed in the letter of announcement. An emergency meeting of the Curia does not fulfill the requirement for at least one Curia per reign.

4. The Officers of the Kingdom of Atlantia

4.1

An Office of State cannot be created or abolished without consulting the Curia Regis.

4.2

The rights and responsibilities of Officers of State are as follows:

4.2.1 Each officer shall submit such reports as are required by his/her corporate superior and the laws of the Kingdom. Copies of all such reports shall be sent to the Crown and the Crown Prince and Princess.

4.2.2 Each officer shall report on the state of his/her office at each Curia Regis. The Crown may choose to accept this report by proxy.

4.2.3 Each Officer of State shall supervise and coordinate the actions of his/her local counterparts throughout the Kingdom.

4.3

Each Officer of State has the authority to make policies for the discharge of his/her office and for his/her subordinates' duties, within the limits of the specific office. All such rules and regulations must be printed in the Kingdom newsletter. All such policies, rules and regulations shall be presented to and approved by the Crown prior to publishing in the Kingdom newsletter. Should a reply not be received from the Crown within 15 calendar days after presentation, approval shall be considered granted.

4.4

Each Officer of State shall designate and train a deputy. The name of each deputy shall be published in the Kingdom newsletter.

4.4.1 Should an Officer of State resign or become unable to perform his/her duties, the deputy shall take over the duties until a successor can be chosen or until the original officer is able to resume the duties of the office.

4.4.2 Other duties and responsibilities of a deputy are the jurisdiction of the Kingdom officer to whom he/she is deputized.

4.4.3 The officer may designate additional assistants and local representatives by roster or individual warrant to ensure the functions of the office. These gentles will be approved by the Crown.

4.5

All papers and regalia accruing to any office are property of the office and must be transmitted to any new office holder within thirty days of any change of office.

4.6

Appointment and Removal of Officers of State.

4.6.1 Officers of State are appointed by nomination by the Crown and are ratified by the corresponding Corporate Officer. Officers of State are warranted by the Crown and by their Corporate Superior. If no corresponding Corporate Officer exists, the Crown shall act unilaterally.

4.6.2 In the case of written resignation of office, Officers of State are removed as of the date of resignation.

4.6.3 In the case of expiration of term of office, Officers of State are removed automatically by the expiration of their warrants. Should a good faith effort to fill the office be in progress, the Crown may authorize the Officer of State to continue the duties of the office for up to 45 days after the expiration of the warrant.

4.6.4 Officers of State may be removed for cause by a recommendation of the Crown reviewed and ratified by the corresponding Corporate Officer. Such action may be appealed to the Board of Directors by the Officer of State being removed. If no Corporate Officer exists the Crown shall act unilaterally, but the right of appeal shall still apply.

4.6.5 Officers of State may be suspended by the Crown for just and stated cause for the duration of their reign.

4.6.6 Duly warranted Officers of State are installed by presentation at Royal Court and invested by the Crown with the regalia pertaining to their offices at a Kingdom-level event.

4.7 Term of Office and Review of Officers of State.

4.7.1 A term of office is hereby defined as two years.

4.7.2 No Officer of State may continue in his/her office for longer than two consecutive terms.

4.7.3 The Crown shall review the officer's performance at the end of his/her first term of office, and at their discretion may ask him/her to serve a second term. The officer has the option of accepting or refusing the reappointment.

4.8

Officers of State shall ensure that all appointed officers of local groups are either patron, contributing, or sustaining members of the SCA, Inc., or are associate or family members with immediate access to the Kingdom newsletter provided by a subscribing membership at their residence. This shall be checked at least once per reign.

4.9

Officers of State shall ensure that those groups required to have a local officer subsidiary to their office have such an officer.

4.10

The Officers of State of Atlantia are:

4.10.1 Kingdom Seneschal

4.10.2 Triton Principal Herald

4.10.3 Kingdom Earl Marshal

4.10.4 Kingdom Minister of the Lists

4.10.5 Kingdom Chancellor of the Exchequer

4.10.6 Kingdom Chronicler

4.10.7 Kingdom Minister of Arts and Sciences

4.10.8 Kingdom Chirurgeon

4.10.9 Kingdom Clerk of the Signet

4.11

Definitions of Officers of State

4.11.1 The Kingdom Seneschal shall have the following duties in addition to those pertaining to all Officers of State of Atlantia and those set forth in Corpora:

4.11.1.1 To advise the Crown & their subjects on law and administration.

4.11.1.2 To maintain membership lists as necessary for the determination of eligibility for Crown Tournament.

4.11.1.3 To be responsible for the deputy offices of Archivist, Scribe to Their MajestiesCuria, Atlantia Chatelaine, and Atlantian Clerk of Law.

4.11.1.3.1 The Archivist's duties shall be to provide a central storage location for such items as may be given into his/her keeping by the Crown, Officers of State, or the Curia Regis; to maintain an inventory of all articles in the archives; and to be responsible to the Kingdom Seneschal.

4.11.1.3.2 The Scribe to Their Majesties Curia shall ensure that the minutes of every Curia Regis are taken, that these minutes are sent to the Crown and Kingdom Seneschal in a timely fashion after each Curia Regis and that he/she is responsible to the Kingdom Seneschal.

4.11.1.3.3 The Atlantian Chatelaine shall coordinate materials and information for the assimilation of new members to the Society. This position shall also include the promotion of children's activities and learning.

4.11.1.3.4 The Atlantian Clerk of Law shall maintain a current data base of Kingdom Law and Officer's Policies entering all updates as they are published in the kingdom newsletter. At the start of each reign the clerk shall mail updates to the Crown, the Coronets, and the Kingdom Seneschal.

4.11.2 The Triton Principal Herald shall have the following duties in addition to those pertaining to all Officers of State of Atlantia and those set forth in Corpora:

4.11.2.1 To advise the Crown and their subjects on heraldic matters.

4.11.2.2 To supervise field heraldry and court heraldry at Kingdom events and to be responsible for Kingdom activities for the College of Arms.

4.11.3 The Kingdom Earl Marshal shall have the following duties in addition to those pertaining to all Officers of State of Atlantia and those set forth in Corpora :

4.11.3.1 To advise the Crown and their subjects on all matters pertaining to fighting activities within the Kingdom.

4.11.3.2 To ensure safety and chivalrous conduct within the lists in Atlantia.

4.11.3.3 To ensure that the Rules of the Lists are followed in all fighting in the Kingdom.

4.11.3.4 To set and enforce weapon and armor standards, conventions of combat, and authorization requirements.

4.11.3.5 To be responsible for the deputy offices of Marshal of Fence and Archer Marshal.

4.11.3.5.1 The Marshal of Fence shall advise the Earl Marshal on the regulations of fencing in the Kingdom.

4.11.3.5.2 The Archer Marshal shall advise the Earl Marshal on the regulations of both target and combat archery.

4.11.4 The Kingdom Minister of the Lists shall have the following duties in addition to those pertaining to all Officers of State of Atlantia:

4.11.4.1 To maintain accurate records of the fighting activities and the authorized fighters of the Kingdom, and provide such rosters as needed to the Earl Marshal, local ministers of lists, and knight marshals.

4.11.4.2 To supervise and coordinate the actions of local ministers of lists throughout the Kingdom.

4.11.5 The Kingdom Chancellor of the Exchequer shall have the following duties in addition to those pertaining to all Officers of State of Atlantia and those set forth in Corpora:

4.11.5.1 To safeguard and maintain records of the monies of the Kingdom and supervise the finances of the Kingdom.

4.11.5.2 To receive monies allocated by Kingdom Law or donations.

4.11.5.3 To disburse the monies of the Kingdom.

4.11.6 The Kingdom Chronicler shall have the following duties in addition to those pertaining to all Officers of State of Atlantia and those set forth in Corpora :

4.11.6.1 To supervise all official publishing activities of the Kingdom.

4.11.6.2 To be the editor of the Kingdom newsletter.

4.11.6.3 To be responsible for the deputy office of Historian.

4.11.6.3.1 The Historian's duties shall be:

4.11.6.3.2 To chronicle the history of Atlantia through all means possible and be able to provide information on active, inactive, and incipient groups that have ever existed in the Kingdom of Atlantia, including prior to achieving Kingdom status.

4.11.6.3.3 To maintain an accurate database on the kingdom regalia being able to provide information to the Crown on what is available, who gave it to the Kingdom and when.

4.11.6.3.4 To provide reports to the Kingdom Chronicler as specified in the Kingdom Chronicler's policies and be responsible to the Kingdom Chronicler.

4.11.6.4 To be responsible for the deputy office of the editor of The Oak. The editor of The Oak shall have the following duties:

4.11.6.4.1 Work with the KMoAS and the Kingdom Chronicler to ensure the quality and the content of the magazine meets the Kingdom and publication requirements of the SCA, Inc.

4.11.6.4.2 Make a reasonable attempt to publish at least two issues a year.

4.11.7 The Kingdom Chirurgeon shall have the following duties in addition to those pertaining to all Officers of State of Atlantia and those set forth in Corpora: To coordinate and supervise the practice of emergency aid within the Kingdom.

4.11.8 The Kingdom Minister of Arts and Sciences shall have the following duties in addition to those pertaining to all Officers of State of Atlantia and those set forth in Corpora:

4.11.8.1 To advise the Crown and their subjects on all matters pertaining to Arts and Sciences within the Kingdom.

4.11.8.2 Assist the Kingdom Notables in scheduling and running the contests that replace them (the Notables).

4.11.8.3 Maintain a slate of local and regional officers to promote the Arts and Sciences in Atlantia.

4.11.8.4 Be responsible for fund-raising for the Arts and Sciences projects that advance knowledge of the Kingdom (ex. The Oak).

4.11.9 The Kingdom Clerk of the Signet shall have the following duties in addition to those pertaining to all Officers of State of Atlantia:

4.11.9.1 To supervise production of whatever scrolls are required by the Crown.

4.11.9.2 To promote the development of calligraphy and illumination in the Kingdom.

4.11.9.3 To qualify and coordinate artists to assist in the work of the Signet Office.

5. Territorial Barons and Baronesses

5.1

Territorial Barons and Baronesses are the representatives of the Crown in their Barony. Upon their investiture, they are confirmed as the Baron or Baroness and receive a Grant of Arms. On stepping down from their office, Founding Barons and Baronesses may be styled as "Founding Baron/ess (name of Barony)."

5.2

The tenure of territorial Barons and Baronesses shall be no longer than four years. A term is defined as two (2) years. Barons and Baronesses may serve consecutive terms so long as the four years tenure is not exceeded.

5.2.1 In groups where the Baron and/or Baroness may serve consecutive terms, a vote of confidence is required. The procedure is the same as outlined below (5.4) with the exception that only one candidate (the incumbent) will appear on the polling. If the Crown feels that the support for the incumbent is insufficient, the Crown will instruct the baronial seneschal to begin a replacement process using the procedure outlined in 5.4.

5.3

All Territorial Barons and Baronesses serve at the behest of the Crown. Any Territorial Baron or Baroness may be removed from office during their tenure by the Crown, after soliciting a written vote of confidence or the written opinion of the members of the barony.

5.4

The following procedure shall be used in the selection process for a Territorial Baron and/ or Baroness.

5.4.1 The group shall develop a list of candidates which is then given to the baronial seneschal.

5.4.1.1 No polling shall have less than two candidates without the express written permission of the Crown. Exception: Votes of Confidence (see 5.2.1).

5.4.2 The group seneschal shall mail a polling to each paid member within the Barony. Groups may send polling to non-members at their own discretion. The seneschal shall send a list of all persons receiving the polling to the Crown so they may validate returned pollings.

5.4.2.1 Each Barony must develop a permanent policy for polling members/non-members.

5.4.2.2 The group seneschal shall publish the mailing date for pollings in the Baronial newsletter.

5.4.3 The completed individual responses shall then be sent directly to the Crown for their evaluation. The responses may not be collected locally before being forwarded to the Crown, this is in effort to respect the privacy of the individual respondents.

5.4.3.1 Pollings must be signed in a legible fashion when returned to the Crown to ensure validation. Unsigned pollings shall not be counted.

5.5

It shall be the responsibility of territorial Barons and Baronesses to recognize those of their Barony who are deserving of Baronial Awards. They shall also recommend to the Crown those members of their Barony who are deserving of Kingdom recognition.

5.6

All Territorial Barons and Baronesses must be paid members of the SCA for the duration of their tenure.

5.7

All Territorial Barons and Baronesses must reside within the boundaries of their Barony for the duration of their tenure.

6. Events

6.1 Kingdom Events.

6.1.1 A Kingdom Event is one held under Royal Patronage to carry out some purpose of state or to celebrate occasions of special note. All Kingdom Events must have an announcement published in the Kingdom newsletter.

6.1.2 The Kingdom Events of Atlantia shall be:

6.1.2.1 Coronation

6.1.2.2 Crown Tournament

6.1.2.3 Twelfth Night

6.1.2.4 University

6.1.2.5 Unevent

6.1.2.6 Any other events which may be specially designated by the Crown

6.1.2.7 Any inter-kingdom war or event.

6.1.3 The second weekend in January and September, and the first weekend of each successive month during each calendar year shall be reserved for Kingdom Events. Should a Kingdom Event be scheduled differently the protective status granted below shall not apply.

6.1.4 No Society Event shall be held in the Kingdom the same weekend as a Kingdom Event without the permission of the Crown.

6.1.5 The responsibility for running Kingdom Events is assigned to the Crown or their chosen representative(s).

6.2 Financial Responsibility

6.2.1 Any branch which sponsors a Kingdom level event, excluding inter-kingdom wars and events will receive 25 percent of the profits from the event. The balance of the profits shall be turned over to the Kingdom treasury.

6.2.2 The Kingdom shall be considered the sponsor for all inter-kingdom wars and events. The Crowns will negotiate the split of the profits between the kingdoms.

6.2.3 The Kingdom does not take any financial responsibility for any loss from a Kingdom Event.

6.3 Concerning Coronation.

6.3.1 Spring Coronation shall be held in the month of March or April.

6.3.2 Fall Coronation shall be held in the month of September or October.

6.3.3 The dates for these events shall be determined by the Coronets within one month after Crown Tournament.

6.4 Concerning Crown Tournament.

6.4.1 Eligibility for Crown Tournament.

6.4.1.1 Each lord competing shall have a prospective consort (lady for whom he is fighting), and each lady competing shall have a prospective consort (lord for whom she is fighting).

6.4.1.2 Each competitor and each prospective consort shall be a member of the Society for Creative Anachronism, Inc. One must be a subscribing member and the other must receive the Kingdom newsletter at his/her address. Each competitor and each prospective consort must be a member of the SCA, Inc. on the first day of the month in which the Crown Tournament occurs, as evidenced by the Registry rolls held by the Kingdom Seneschal which shall be used to determine eligibility for Crown Tournament.

6.4.1.3 No one shall compete in the Crown Lists or be the prospective consort of a competitor in the Crown Lists who cannot fulfill the duties of the Crown.

6.4.1.4 The victor of the Crown Lists and his or her consort shall together assume the titles of Crown Prince and Crown princess as appropriate to their gender, and the position of successors to the Crown.

6.4.1.5 All fighting and non-fighting entrants in the Crown Tournament must be presented to and acceptable to the Crown.

6.4.1.5.1 The Crown may only deny participation in Crown Tourney for just and stated cause. If either participant is found unacceptable, the participant may require that the Crown publicly state, before the tourney commences, the reason that the participant was found unacceptable. Failure of the Crown to comply with this type of request will result in the declaration of the Crown List as null and void, and will necessitate a new Crown List be held as soon as possible.

6.4.1.6 The withdrawal of either the prospective sovereign or the prospective consort automatically eliminates both from that Crown Tournament. Either may withdraw at any point in the tournament, without loss of honor, by notifying the Crown and the Minister of the Crown Lists.

6.4.1.7 All participants in a Crown Tournament must be subjects of the Kingdom of Atlantia who have resided in Atlantia for at least one year immediately prior to the Crown Tourney.

6.4.1.8 No person shall enter the Crown Lists without intending an honorable attempt to compete for the Crown.

6.4.1.9 Any or all of the requirements for entrance to the Crown Tournament stated above, with the exception of those required by Corpora, may be waived by the Crown.

6.4.2 The Crown shall accept bids from any group interested in hosting Crown Tournament and shall invite the group they feel able to host the event to do so.

6.4.3 Spring Crown Tournament shall be held in the month of April or May.

6.4.4 Fall Crown Tournament shall be held in the month of October or November.

6.4.5 The dates for the Crown Tournaments shall be determined by the Coronets within two months after the previous Crown Tournament.

6.4.6 The Crown Tournament shall be a double elimination tournament.

6.5 Other Events.

6.5.1 A group may not publish an event announcement or date in the Kingdom newsletter on the same weekend within 150 driving miles over the most widely traveled route (site to site) of another event without the written permission of the seneschal and autocrat of the first group to submit a date and Event Registration Form.

6.5.2 The Kingdom Chronicler will not print the event flier of the second event without confirming this permission.

7. Concerning Titles

7.1

The assumption of titles of rank equivalent to the reserved titles is forbidden. Those claiming ecclesiastical offices may not claim any territorial jurisdiction.

7.2

Courtesy titles are not recognized in the Kingdom of Atlantia, and their use is therefore prohibited. A courtesy title is the usage of a reserved title as defined by Corpora (Appendix C), by the lord or lady of the legitimate holder of such a title, even though that person is not entitled to the use of the title in his or her own right.

7.3

The use of any title, style, or regalia of any extant non-Society chivalric order is strictly prohibited within the Kingdom of Atlantia. The use of titles, styles, or regalia of an historically known, but now defunct, chivalric order is permitted only to members of the Order of Knighthood. Any knight who claims such title, style, or regalia will be expected to live according to the rules of the associated order.

7.4

A Royal peerage earned in the Kingdom of Atlantia shall be accompanied by a Patent of Arms if the new Royal Peer does not already have one. People earning such peerages shall be assumed to fulfill the basic requirements for receiving a Patent of Arms, unless a Court of Chivalry shall find otherwise.

8. Atlantian and Peerage Orders and Awards

8.1 Concerning the Orders of Merit

8.1.1 Each Order of Merit is bestowed by the Crown.

8.1.2 Recipients shall be known as companions of their respective orders.

8.1.3 The four orders shall rank equally with each other in the Order of Precedence.

8.1.4 Admission to the orders shall be accompanied by an Award of Arms to such recipients as do not already have Arms.

8.1.5 Companions of these orders who were admitted prior to Atlantia's elevation to Kingdom status shall retain their precedence within the Orders of Merit of Atlantia.

8.1.6 Members of the orders are expected to maintain their service to the Kingdom at the level for which they were admitted to the order and to be chivalrous and courteous at all times.

8.2 Concerning Polling.

8.2.1 Orders of Merit may be given by the Crown after written or verbal consultation with the companions of the order regarding the qualifications of a candidate. Each such polling shall be considered valid for the duration of the current reign and the entirety of the following reign.

8.3

Each of the Peerage Orders and Atlantian Orders shall have a Principal.

8.3.1 The Principal of each order shall be chosen, by election, from within the order. The Crown shall conduct this election every two years, when the members of the order petition the Crown for an election or when the principal resigns from office.

8.3.2 Each Principal shall maintain the mailing list for his/her order.

8.3.2.1 Each member of each order is responsible for providing the Principal with their address.

8.3.2.2 Any member of an order who does not respond to two consecutive polling letters shall be dropped from the mailing list. Any member dropped from the mailing list shall be put back on the list upon written request from the member to the Principal, or at the request of the Crown.

8.3.2.3 Each Principal is responsible for holding at least one general meeting of his/her order during each reign by publishing and/or sending written notification of time and place not less than two weeks prior to the date of the meeting.

8.3.2.4 Polling letters shall not be sent to any member who has resided outside the Kingdom of Atlantia for more than six consecutive months.

8.4

Kingdom Awards are distinguished from Orders of Merit in that it is not necessary to consult previous recipients before giving an award, and an award may be given more than once to the same individual.

8.5

Concerning the Order of the Rose: In Atlantia, the Order of the Rose is a non-polling, Patent Order. All Queens of Atlantia are inducted into the Order of the Rose upon completion of the reign, unless they are already members.

8.6

All Orders and awards bestowed in Atlantia must be reported to the Triton Principal Herald, the Clerk of the Signet, and the Clerk of Precedence, in writing, by the Crown, giving the name of the recipient, the date, and the place.

8.7

A person may be proposed for membership in any Order or for receipt of any Kingdom Award by any gentle of the Kingdom by recommendation to the Crown.

9. Courts of Chivalry

9.1

Definition of a Court of Chivalry

9.1.1 A Court of Chivalry may be called against anyone for matters concerning: Kingdom law, heraldic law, the rules of the lists, chivalric matters, perjury or any other matters referred to it by the Crown.

9.1.2 Requests for a Court of Chivalry may result from an isolated incident or from a series of incidents, each of which individually may not be serious enough to warrant a Court of Chivalry, but which taken cumulatively may justify such a Court.

9.1.3 No matters disputed under civil law may be referred to or be considered by a Court of Chivalry.

9.2 Filing a Complaint.

9.2.1 Complaints may be filed by anyone by presentation, in writing, to the Crown.

9.2.2 Complaints resulting from a single incident must be filed within ten calendar days of the incident. Complaints resulting from a series of incidents must be filed within ten calendar days from the last cited incident. All cited incidents must have taken place within one calendar year immediately prior to the date of the last cited incident.

9.2.2.1 Complaints may be filed by an individual directly involved in or witness to the incident(s). Complaints based on hearsay are not admissible.

9.2.3 Complaints must include:

9.2.3.1 The name(s) of the person(s) filing the complaint.

9.2.3.2 The name(s) of the person(s) charged.

9.2.3.3 The specific charge.

9.2.3.4 A complete description of the incident involved.

9.2.3.5 Copies of pertinent documents.

9.2.3.6 A list of any witnesses and their role in the incident.

9.2.3.7 The signatures (SCA and mundane) of the person(s) filing the complaint(s).

9.2.4 In the case of a complaint on a series of incidents, all requirements for 9.2.3.1. through 9.2.3.7. must be fulfilled for each referenced incident.

9.2.5 The Crown, having received a properly filed and documented complaint shall take appropriate action.

9.2.5.1 The Crown must notify the complainant and the accused, in writing, of the action taken within two weeks of receipt of the charges. The Crown must include copies of all pertinent documents in their files.

9.3 Board of Inquiry

9.3.1 A Board of Inquiry shall consist of three peers, excluding the Crown, chosen by the Crown within three weeks of receipt of the charges.

9.3.2 The Board of Inquiry shall convene within one month of being named by the Crown and shall act in the following manner:

9.3.2.1 Review the complaint referred to it by the Crown.

9.3.2.2 Determine if the complaint conforms to the definitions and procedures listed in Kingdom Law.

9.3.2.3 Determine if the nature of the charges made warrant the convening of a Court of Chivalry.

9.3.2.4 Within one week prepare and submit to the Crown a written recommendation to convene a Court of Chivalry or to dismiss the charges. This recommendation shall be signed by all members of the Board of Inquiry. The recommendation need not be unanimous, but in the case of multiple opinions, each member must acknowledge and sign his/her own recommendation.

9.3.3 The Crown may choose to accept all, some or none of the recommendations of the Board of Inquiry. If their decision differs from the recommendation, they shall attach an explanation of their decision to the recommendation. The recommendation shall then be appended to the charges.

9.4 Procedure of a Court of Chivalry

9.4.1 Within one week of receiving the recommendations of the Board of Inquiry, the Crown shall either dismiss the charges or appoint a bailiff who shall take the following actions:

9.4.1.1 If the charges are dismissed, the Crown must notify the subject charged, in writing, within one week. The Crown must include copies of all pertinent documents in their files.

9.4.1.2 Within three days send by registered mail, return receipt requested, a copy of the complaint, recommendations of the Board of Inquiry, and other pertinent material to the subject charged.

9.4.1.3 Request from the subject charged a decision on whether the subject will waive defense, defend him/herself, or be defended by a counsel of his/her choice.

9.4.1.3.1 A counsel named to handle defense must have agreed to do so. If the subject is unable to supply a consenting defense counsel, the subject may defend him/herself, or may waive defense.

9.4.1.4 The bailiff shall, within one week of appointment, prepare a list of ten people who agree to serve as members of the Court of Chivalry and present this list to the Crown. If possible, the list shall include at least one member of each of the Peerage orders and at least one Peer from the vicinity of the subject's home group.

9.4.1.4.1 The subject charged shall be given an opportunity to review the list and may reject any member of the Court for stated cause.

9.4.1.5 The Crown shall select five from this list to serve as members of the Court of Chivalry, and one other from this list as alternate, and notify the bailiff of Their choices within one week.

9.4.1.6 The bailiff shall, within one week of appointment, present to the Crown a list of three Peers willing to act as prosecutor from which the Crown shall select a prosecutor. The Crown shall notify the bailiff of Their choice within one week.

9.4.1.7 Within two weeks of appointment, the bailiff shall, after consultation with the Crown, select a date and location for the Court of Chivalry.

9.4.1.7.1 The date shall not be less than two weeks and not more than four weeks after the appointment of the bailiff.

9.4.1.7.2 The place shall be in the region of the residence of the subject charged.

9.4.1.7.3 The bailiff shall, within three days send, by registered mail, return receipt requested, notification of the date and location for the Court to the subject charged, members of the Court and the Defense Counsel.

9.4.1.8 The bailiff shall appoint a recording secretary or arrange to tape-record and transcribe all proceedings of the Court.

9.4.1.9 The bailiff shall prepare copies of all pertinent written materials including, but not limited to, evidence and copies of correspondence regarding the Court in such a manner as to make them readily accessible to participants in the Court.

9.4.1.10 The bailiff shall make arrangements conducive to order and comfort for the conduct of the Court.

9.4.2 The Court of Chivalry shall convene on the date at the location chosen. The Court shall follow these procedures:

9.4.2.1 Observers shall be allowed if they cause no disruption to the proceedings of the Court.

9.4.2.2 Prior to convening, the members of the Court shall select one from among them to serve as senior member of the Court. The senior member shall chair the proceedings and maintain order.

9.4.2.3 The bailiff shall identify the various participants in the Court, read the charges, and then turn over the proceedings to the senior member of the Court.

9.4.2.4 The Court will allow the subject to plead guilty, not guilty, or no contest.

9.4.2.5 The Court shall conduct itself in such a manner as to assure that all concerned parties and all pertinent materials are heard and given due consideration. The Court shall take special care to hear those statements which the defendant wishes to make in his/her own defense but shall not require the defendant to testify against his/her will.

9.4.2.6 Following the presentation of evidence and testimony and any arguments which the prosecution or defense choose to present, the members of the Court shall retire to a private setting for the deliberations and the Court shall be recessed.

9.4.2.7 Deliberation of the members of the Court shall take place as follows:

9.4.2.7.1 The members of the Court shall determine the guilt or innocence of the subject for each of the charges. This shall be done by discussion, followed by a vote of the members in which a majority shall determine the outcome.

9.4.2.7.2 If the finding is guilty, the members of the Court shall then determine what sanctions, if any, they shall recommend that the Crown impose.

9.4.2.8 Following deliberation and decision, the senior member of the Court shall reconvene the proceedings of the Court and announce the findings and recommendations of the Court.

9.4.2.9 The Court shall then be adjourned.

9.4.3 Within one week of the Court of Chivalry, the bailiff shall present to the Crown the records, findings, and recommendations of the Court. At this time, the bailiff shall be dismissed.

9.4.4 The Crown shall, within one week of the receipt of the bailiff's report, inform the subject charged, in writing, of Their decision.

9.5 Sanctions

9.5.1 Probation, which is a period of fixed duration, during which an individual is to be observed. At the end of probation, the individual's conduct is to be reviewed.

9.5.1.1 When a sentence of probation is imposed, the Crown shall immediately appoint a panel to observe the conduct of the individual. The makeup of this group is left to the discretion of the Crown. The panel shall consist of not less than three nor more than six individuals.

9.5.1.2 At the end of the probation period, the panel shall meet to discuss their observation of the subject's conduct, and to make a recommendation, in writing, to the Crown to lift the probation, or to continue the probation for a further fixed period of time, or to impose such other sanctions as listed in the laws as may be appropriate. If the probation is extended, the members of the panel shall reconvene at the end of the extended probation period and review the subject's conduct during the extended probationary period.

9.5.2 Banishment. See Corpora VI.A.1.h. for the types of banishment and the regulations regarding them.

9.5.3 Degradation from the Peerage. This is a sanction that may be brought only as a recommendation to the Board of Directors. See Corpora VII.A.3.b.

9.5.4 Temporary or permanent proscription from the lists.

9.5.5 Temporary or permanent proscription from any specified activities within the Kingdom.

9.5.6 A private reprimand to be delivered by the Crown.

9.5.7 A public reprimand to be delivered by the Crown in the Kingdom newsletter.

9.5.8 Removal from any or all Kingdom orders. Removal of Arms is at the discretion of the Board of Directors. See Corpora VII.B.2.d.

9.5.9 Removal from any or all offices held in the Kingdom of Atlantia.

9.5.10 Requiring specific acts of recompense or atonement.

10. Courts of Courtesy

10.1

A Court of Courtesy may be called by the Queen* at Her own discretion, either upon Her own initiative, or in response to the petition of any subject(s). Courts of Courtesy are to assure courteous behavior among the subjects of Atlantia, and may not be called for disputes of monetary matters, incompetence, or violations of the Rules of the Lists.

10.2

As each individual case demands individual treatment, the format for these Courts is flexible. Two possible formats are a hearing before a council of the Queen's choosing or a hearing before the Queen alone.

10.3

All other details of the Court of Courtesy are up to the discretion of the Queen except that the Queen shall in all cases appoint a recorder of the Court to take down what transpires. Formal Courts of Justice are reserved for Courts of Chivalry.

10.4

The decision of the Queen is final and cannot be appealed, nor can the same case be brought before a succeeding Queen. The decision must be in accordance with Kingdom Law, Corpora, and civil law.

10.5

Actions, following a Court of Courtesy may not be required, but should the Queen choose to use them, the following sanctions are available to her:

10.5.1 A private reprimand issued by the Queen.

10.5.2 A public reprimand issued in Court and printed in the Kingdom newsletter.

10.5.3 Requiring an apology or other act of atonement.

10.5.4 Referral of the matter to a Court of Chivalry.

11. Councils of Courtesy

11.1

A Council of Courtesy may be called by the Queen* to discuss broad issues of Courtesy and behavior at Her own discretion, either upon Her own initiative, or upon the petition of any subject(s).

11.2

At no time is a Council of Courtesy to discuss the behavior of a specific individual.

11.3

The Council of Courtesy shall be held upon due notice in the Kingdom newsletter.

11.4

The Council shall be in open session, moderated by the Queen.

11.5

The Queen may, at Her own discretion, choose to consult with any others of her choice, in the process of reaching a decision.

11.6

The outcome may consist of a report or reprimand to be published in the Kingdom newsletter, or, if deemed necessary, to be made into an Edict or Kingdom Law.

12. Rights of Subjects

12.1 Concerning Non-Period Items

12.1.1 Canned beverages and other obvious "mundanities" are forbidden at all Kingdom-level events. The one exception is that they are permitted within a pavilion with the owner's express permission. In this case, those who bring the cans or other items are responsible for their timely and discreet disposal.

12.1.2 Smoking is forbidden in the central area of a Society event. The central area of an event is defined as any area where people must be present in order to participate in the event, such as the hall where a feast is taking place, or the lists and the area surrounding them during a tournament. The autocrat shall define the boundaries of the central area and the autocrat shall, if possible, provide some other area as convenient as may be found where smoking is permitted and made safe and practicable. Smoking is permitted in the interior of pavilion/home only with the express permission of the owner of the pavilion/home.

12.1.3 The use of flash bulbs is forbidden in the central area of a Society event, being defined as any area where people must be present in order to participate in the event, such as the hall where a feast or court is taking place. The autocrat shall be responsible for defining the boundaries of the central area and should be consulted before any photography using flash bulbs takes place. Photography with flash bulbs is permitted in the interior of a pavilion only with the owner's permission, but only if this use of a flash bulb will not disturb anyone in the main area of an event. It is hoped that anyone taking photographs at any time will first obtain permission from those being photographed as a matter of courtesy.

12.2 Concerning Live Steel

12.2.1 No combat, staged or otherwise, using live steel shall occur within the specified boundaries of any Society event in the Kingdom of Atlantia.

12.2.2 No live steel shall be used in a dangerous, reckless or offensive manner. Any such uses of live steel shall be reported to the person responsible for the event and recorded in the event report.

12.2.3 All swords and daggers shall be worn within scabbards or sheathes. It is recommended that swords and daggers be secured with a device that prevents accidental withdrawal (peace bond). Other steel weapons shall be worn or carried in a safe manner.

12.2.4 Any person who has not yet reached his or her sixteenth birthday is forbidden to carry live steel.

12.2.4.1 If such occurs, the person will be required to relinquish the steel immediately into the possession of the adult responsible for the minor for return after the event ends.

12.2.4.2 Sale of live steel to persons under sixteen at Society events is prohibited.

12.2.5 No subject shall knowingly allow the Crown to break Kingdom Law or Corpora and when advising shall do so in a manner as not to embarrass the Crown, the Kingdom, or its subjects.

12.2.6 The proper channels for complaint and appeal shall hereafter be those set forth in Corpora "Complaint and Appeal B: Procedures." Any subject circumventing these procedures shall risk being in violation of Kingdom Law and/or having their complaint unacknowledged.

12.2.7 Use of fencing equipment, in accordance with the rules set forth by the Earl Marshal, shall be exempted from the above restrictions.

13. Treaties

13.1

Treaties shall be negotiated by the Crown or their designated representatives.

13.2

Treaties shall be ratified by being discussed at the Curia Regis, agreed to by the Crown Prince and Princess, and published in the Kingdom newsletter. A treaty cannot be ratified until the Crown Prince and Princess have been chosen.

13.3

Changes to treaties must be made using the same process as listed for the ratification of treaties.

13.4

Any treaties that are in effect shall be published in the Great Book of Laws of Atlantia or in Kingdom newsletter.

14. Subsidiary Branches

14.1

A new branch will be granted incipient status and listed in the Kingdom Regnum when the Kingdom Seneschal has been satisfied that a legitimate attempt is being made to organize a new group. An attempt to organize a new branch within territory granted to an existing branch must be approved by the local Seneschal.

14.2

To maintain full status, a branch must have a designated seneschal, herald, and either a marshal or a minister of arts and sciences. All of these officers must be an associate or above members of the SCA, Inc. and have the Atlantian newsletter delivered to their address. When a branch has no chancellor of the exchequer, the Seneschal is responsible to the Kingdom Chancellor of the Exchequer for all financial matters of the branch. A branch which has no marshal may not sponsor fighting events. Shires are encouraged to develop a full slate of officers.

14.3

A branch will advance from incipient to full status, and have its officers ratified by their superiors, when it has submitted a satisfactory New Branch Application (as specified by the Society Seneschal) to the Kingdom Seneschal and satisfied other requirements as specified by the Kingdom Seneschal. Advancement to Barony status should be from Shire status and follow procedures set forth in Corpora.

14.4

A branch may petition the Kingdom Seneschal and the Crown to change its status, for example from Canton to Shire. When the petitioning branch is subsidiary to another, the Seneschal and Baron/Baroness or Prince/Princess (if any) for that latter branch must be consulted. A branch which has ceased to meet the requirements for its status may be declared extinct or be degraded to a lower status, by recommendation from the Kingdom Seneschal and the Crown to the Board of Directors.

15. Disbursements

15.1

The Chancellor of the Exchequer is authorized to make the following disbursements:

15.1.1 Normal office expenses of the Kingdom Officers shall be reimbursed to a maximum of $75.00 per reign, excluding postage which shall be reimbursed upon receipt to the Kingdom Exchequer. The money shall be disbursed during the reign for which it has been allocated. The Kingdom Chatelaine shall be included in this list of Kingdom Officers.

15.1.2 Telephone expenses will not be reimbursed under any circumstances.

15.1.3 Postage costs incurred by the Royal Heirs shall be reimbursed upon receipt to the Kingdom Exchequer.

15.1.4 Reasonable expenses incurred by Principals of the Orders of Peerage and the Kingdom Orders of Merit for pollings conducted at the discretion of the Crown shall be reimbursed. Reasonable expenses shall include postage, copying, and envelopes.

15.1.4.1 Should the Exchequer deem any requested amounts unreasonable, he/she shall consult the Crown or Regent, and the Kingdom Seneschal.

15.2

The travel fund is established to assist in the travel and event expenses incurred by the Crown and shall be regulated by the following:

15.2.1 For travel within the Kingdom, the Crown shall be reimbursed for fifty percent of all travel and event related costs upon submittal of receipts. The total reimbursement shall not exceed 500 dollars per reign.

15.2.2 For travel out of Kingdom, the Crown shall be reimbursed for all travel and event related costs upon submittal of receipts. The total reimbursement shall not exceed 500 dollars per reign.

15.2.2.1 The Crown shall be reimbursed for all gifts to other Royalty and Tourney prizes for Kingdom sponsored Tourneys upon submittal of receipts. The total reimbursement shall not exceed 350 dollars per reign.

15.2.3 Travel and event related expenses shall be defined as: gas, event fees, lodging, commercial fares, and rentals.

15.3

The Crown shall consult the Curia Regis on matters of greater expenditure except in special or extraordinary circumstances, where the Kingdom Seneschal, and the Triton Herald shall be consulted and approve of the monies to be released. An accounting of the expenditures shall be made at the next Curia.

16. Miscellanea

16.1

All positions in the Royal household and all ambassadorial positions are held only by virtue of the power of the Crown then reigning, and are therefore null and void at the end of the reign. Subsequent Crowns may reaffirm such appointments, as they see fit.

16.2

With the exceptions of the traditional symbols of the Peerages, and the requirements for pre-17th century style, there are no restrictions of any kind concerning garb in the Kingdom of Atlantia.

16.3

To participate as a combatant (to include rapier and combat archer), an individual must be a paid member of the Society for Creative Anachronism, Inc.

Appendix A - Atlantian Orders and Awards

A.1

Kingdom Orders. There are five Kingdom Orders in Atlantia: The Queen's Order of Courtesy, and four Orders of Merit.

A.1.1 The Atlantian Queen's Order of Courtesy shall be conferred by the Queen of Atlantia upon such subjects as she deems worthy by reason of their consistently exemplary courtesy to subjects of all ranks in this Realm and in the Society at large. The Queen may, if she sees fit, call upon the members of this order to assist her with their aid or advice in encouraging courteous behavior, whenever she may deem this necessary. The members of the order shall be bound to assist the Queen to the best of their abilities when called upon in this fashion.

A.1.2 The Orders of Merit are as follows:

A.1.2.1 The Order of the Golden Dolphin honors and recognizes those subjects of the Kingdom who have distinguished themselves by their service to Atlantia.

A.1.2.2 The Order of the Pearl honors and recognizes those subjects of the Kingdom who have distinguished themselves by their efforts and willingness to teach other subjects of the Society the arts and sciences of the period, and/or those who have achieved excellence in the arts and sciences of the period.

A.1.2.3 The Order of the Sea Stag honors and recognizes those subjects who have distinguished themselves by their teaching of the fighting arts of the period, and/or those who have excelled in the fighting arts of the period.

A.1.2.4. The Academie d'Espee, the Order of the White Scarf of Atlantia, honors and recognizes those subjects who have excelled in the exercise and advance of the noble art of fence, and have distinguished themselves as examples of the precepts to which it is devoted. The badge shall be (subject to registration) "Argent, a pale couped between two unicornate seahorse azure.".

A.2

Kingdom Awards. There are nine Kingdom Awards in Atlantia.

A.2.1 The Shark's Tooth recognizes and honors those who have performed acts of valor for the Kingdom of Atlantia. This award is the gift of the King & Queen jointly or individually.

A.2.2 The King's Award of Excellence honors and recognizes those who have distinguished themselves by their excellent contributions to the Kingdom of Atlantia. This award is a gift solely of the King to whomever he deems deserving. The recipients of this award shall be entitled to wear a gold pendant upon which is scribed, in blue, the initial of the given name of the King who bestowed the award.

A.2.3 The Undine honors and recognizes those subjects who have distinguished themselves with exceptional service to the Queen of Atlantia. This award is a gift solely of the Queen to whomever she deems deserving. The recipients of this award shall be entitled to wear a blue pendant upon which shall be scribed, in gold, the initial of the given name of the Queen who bestowed the award.

A.2.4 The Academe d'Espee of Atlantia honors and recognizes those subjects who have made considerable contributions to the Art of Duello in Atlantia and have exerted themselves to become an example of those precepts to which duello is devoted.

A.2.5 The Sea Urchin honors and recognizes those children (16 and under) who have distinguished themselves by their contributions to the Kingdom Of Atlantia. The recipient of this award is entitled to wear a badge, fieldless, a Sea Urchin, niant argent.

A.2.6 The Award of the Yew Bow honors and recognizes those subjects who have distinguished themselves by their skill with bow and arrow, both target and combat. It recognizes also, their leadership in furthering combat and target archery education and techniques, and their honorable deportment on and off the field. All past recipients of both the Order of the King's Missiliers and the Order of the Nimrod (which are now closed) will be considered to be recipients of this award.

A.2.7 The Order of the Nonpareil honors and recognizes those who have shown excellence, honor, courtesy or chivalry above and beyond any duty. The members of this Order exemplify what it means to be a Atlantian. This award may be given only once per reign and is conveyed solely at the discretion of the Crown.

A.2.8. The Award of the Silver Nautilus honors and recognizes those who have distinguished themselves by an extraordinary achievement in the Arts and Sciences. This award is the gift of the King and Queen jointly or individually. The badge of the order shall be "[fieldless] A nautilus shell argent.".

A.2.9 The Award of the Kraken honors and recognizes those non-belted fighters who have distinguished themselves by an extraordinary achievement on the field. This award is the gift of the King and Queen jointly or individually. The badge of the order shall be "[fieldless] A kraken Or.".

Appendix B - Charter of the University of Atlantia

We, Ragnarr Thorvaldsson and Gwenllian de la Foret, Sixth Prince and Princess of Atlantia, do this day grant a Royal Charter to the University of Atlantia.

The purpose of the University shall be to spread knowledge of the crafts and sciences of the Middle Ages and the Current Middle Ages throughout our realm.

The University shall be administered by a Chancellor who will be appointed by Us, or by Our successors, for a term of two years and who can succeed himself for a maximum of one term. The Chancellor shall be advised by a five member Board of Regents who shall be appointed by Us, or by Our successors, for a term of two years.

An Order of the Fellows of the University of Atlantia shall be established to consist of all those instructors who have taught at three or more different sessions of the University. After the first day of May, A.S. XVII, the Monarchs shall make all appointments to the University office from among these fellows.

The University shall hold not more than four nor less than two sessions in each year. To best spread the University's influence to all parts of Our realm, these sessions will not twice in succession be held in the same locality.

The Chancellor shall have the right to display the device of the University. All Regents and Fellows shall have the right to display the badge of the University.

The University shall maintain its traditional autonomy from all authority save that of the Crown of Atlantia.

Appendix D - Treaty Between Atlantia and Ansteorra

The Sovereign Crowns of Ansteorra and Atlantia, mindful always of the security of their Realms and the proper prosperity and enrichment of their subjects, do herewith solemnly bind themselves and their subjects to an obligation of honor in covenant to wit:

Neither the Kingdom of Ansteorra nor the Kingdom of Atlantia shall bear arms each against the other, save in peaceful passages of arms, training for war, and tournaments of honor and puissance, for the duration of this covenant.

Both the Kingdom of Ansteorra and the Kingdom of Atlantia may, upon hostile action by a non-signatory power, call each upon the other to take up arms against the hostile non signatory power in the expectation that the Kingdom summoned will exercise itself to the fullest extent of its capacity to provide such aid and comfort as may be required to repel and chastise the non signatory power. The nature of the provided aid and comfort shall be jointly determined by the Crowns of the summoning and summed Kingdoms. In the event that such aid and comfort shall consist of the provision of men-at-arms, overall command of operations shall devolve upon the summoning Kingdom, except at the pleasure of the Crown of the summoned Kingdom. The summoning Kingdom must give the summoned Kingdom notice of not less than ninety days prior to the expected commencement of operations for the summoned Kingdom to be obliged under this provision of covenant.

Both the Kingdom of Ansteorra and the Kingdom of Atlantia shall make no alliances for the Pennsic or Estrella Wars without due consultation and coordination of each Kingdom with the other. In all other cases neither Kingdom shall ally with any power with which the other kingdom is at war, except by the leave of the Crown of the warring Kingdom. Notice of wars and passages of arms conducted by each Kingdom shall be freely advertised in the newsletters of both Kingdoms. Both Kingdoms shall inform each the other of any treaty obligations to non signatory powers each proposes to undertake before such treaties shall be placed into effect. Both the Kingdom of Ansteorra and the Kingdom of Atlantia shall make all due efforts to encourage exchanges of training in martial puissance in all weapons forms between the Kingdoms and agree to coordinate the sponsor such activities at joint events and, at the pleasure of Crowns, at the Pennsic and Estrella Wars, as well as any other such inter-Kingdom events as opportunity shall arise.

Both the Kingdom of Ansteorra and the Kingdom of Atlantia shall make all due efforts to encourage commerce and exchanges in the arts and sciences between the Kingdoms, including exhibitions, competitions, and instruction. Both Kingdoms agree to coordinate and sponsor such activities at joint events and, at the pleasure of both Crowns, at the Pennsic and Estrella Wars, as well as any other such inter-Kingdom events as opportunity shall arise.

The Crowns of Ansteorra and Atlantia shall appoint and warrant, pursuant to the Kingdom Law of each, an ambassador extraordinary and plenipotentiary each to the Court of the other to facilitate communications as obligated within this covenant.

In the event that the Crown of either Kingdom shall desire to terminate the obligations of this covenant, the terminating Kingdom shall give the other Kingdom notice of not less than ninety days prior to the effective date of termination, during which interval the provisions of this covenant shall remain effective.

Appendix F - Charters for the Atlantian Kingdom Notables

The Atlantian Kingdom Notables are positions held in service to the Crown of Atlantia for the tenure of one year. The competitions are held at specified events, unless the Crown sees need to do otherwise. Competitions are to be run by the current Kingdom Notable, in conjunction with the Crown. If the Notable is unable to fulfill that obligation, the Crown will find a suitable alternative. The Crown may remove a Notable at Their discretion. If the Notable is unable to complete his/her term or is removed early for any reason, the Crown may hold a competition at the next reasonable Kingdom Event or the Crown may choose a successor.

Royal Armourer

The Royal Armourer is selected for excellence in making armour. The Royal Armourer is expected to combine excellence in product with a reasonable attempt at period design. In addition, the goals are making armour for the Crown, displaying work at events, sponsoring armouring competitions, and teaching in such venues as are available and reasonable.

The Royal Armourer will be selected by a competition to take place at Fall Crown Tournament; the competition should be announced by the current Royal Armourer in The Acorn at least twice before the competition takes place. The current Royal Armourer, in conjunction with the Crown, will set the details of the competition and judging standards. Judges should be drawn from the following: [1] The Crown or their proxy, [2] the Heirs or their proxy, [3] the Kingdom MoAS or proxy, and [4] the Royal Armourer. Additional judges may be chosen at the discretion of the Royal Armourer; in no case should there be fewer than three judges. The judges should prepare a ranked list of three finalists, including a list of all competitors and comments, to present to the Crown and the Heirs. From that list, the Royalty will select a new Royal Armourer.

Royal Bard

The Royal Bard is selected for excellence in the individual performance of any of the following fields: singing, instrumental music, poetic rendition, or storytelling. The Royal Bard is encouraged to be proficient in at least two of these fields. The Royal Bard is expected to combine engaging and entertaining performance with a reasonable attempt at authentic period styles, both in material and presentation. In addition, the Royal Bard should encourage the performing arts in Atlantia. Suggested goals are: performing for or writing compositions about the Crown, performing at events, sponsoring bardic competitions, and teaching in such venues as are available and reasonable.

The Royal Bard will be selected by a competition to take place at Twelfth Night. The competition should be announced by the current Royal Bard in The Acorn at least twice before the competition takes place. The current Royal Bard, in conjunction with the Crown, will set the details of the competition and judging standards. Judges should be drawn from the following: [1] The Crown or their proxy, [2] the Heirs or their proxy, [3] the Kingdom MoAS or proxy, and [4] the Royal Bard. Additional judges may be chosen at the discretion of the Royal Bard; in no case should there be fewer than three judges. The judges should prepare a ranked list of three finalists, including a list of all competitors and comments, to present to the Crown and the Heirs. From that list, the Royalty will select a new Royal Bard.

Royal Brewer

The Royal Brewer is selected for excellence in making beer, ale, mead, wine, or other period alcoholic beverages. The Royal Brewer is expected to combine excellence in product with a reasonable attempt at authentic ingredients and recipes. In addition, the Royal Brewer should encourage brewing in Atlantia. Suggested goals are: making products for the Crown, displaying work at events, sponsoring brewing competitions, and teaching in such venues as are available and reasonable.

The Royal Brewer will be selected by a competition to take place at a Kingdom Event some time between November and February. Suggested venues are Winter University, and Twelfth Night; however, the competition should be announced by the current Royal Brewer in The Acorn at least twice before the competition takes place. The Royal Brewer must arrange with the autocrat to ensure that the event site allows for the competition. The current Royal Brewer, in conjunction with the Crown, will set the details of the competition and judging standards. Judges should be drawn from the following: [1] The Crown or their proxy, [2] the Heirs or their proxy, [3] the Kingdom MoAS or proxy, and [4] the Royal Brewer. Additional judges may be chosen at the discretion of the Royal Brewer; in no case should there be fewer than three judges. All judges must be of legal drinking age according to the laws of the state in which the competition is held. The judges should prepare a ranked list of three finalists, including a list of all competitors and comments, to present to the Crown and the Heirs. From that list, the Royalty will select a new Royal Brewer.

Poeta Atlantia

The Poeta Atlantiae is selected for excellence in composition of poetry in at least two period forms. The Poeta Atlantiae is expected to combine excellence in poetic composition with a reasonable attempt at authentic period styles, both in material and structure. In addition, the Poeta Atlantiae should encourage the arts of poetry in Atlantia. Suggested goals are: writing for or about the Crown, displaying work at events, sponsoring poetry competitions, and teaching at such venues as are available and reasonable.

The Poeta Atlantiae will be selected by a competition to take place at Spring University or a Kingdom event during the same time frame. The competition should be announced by the current Poeta Atlantiae in The Acorn at least twice before the competition takes place. The current Poeta Atlantiae, in conjunction with the Crown, will set the details of the competition and judging standards. Judges should be drawn from the following: [1] The Crown or their proxy, [2] the Heirs or their proxy, [3] the Kingdom MoAS or proxy, and [4] the Poeta Atlantiae. Additional judges may be chosen at the discretion of the Poeta Atlantiae; in no case should there be fewer than three judges. Scrivener Royal

The Scrivener Royal is selected for excellence in calligraphy and illumination, and acts as the personal scribe of the Crown. The Scrivener Royal holds office under the Office of the Clerk of the Signet. In addition, the Scrivener Royal should encourage calligraphy and illumination in Atlantia; suggested goals are: creating scrolls for the Crown, sponsoring calligraphy and illumination competitions, and teaching in such venues as are available and reasonable.

The Scrivener Royal will be selected by a competition to take place at the Spring Crown Tourney. The competition should be announced by the current Scrivener Royal in The Acorn at least twice before the competition takes place. The current Scrivener Royal, in conjunction with the Crown, will set the details of the competition and judging standards. 1. Kingdom Seneschal

1.1 Group Seneschal

1.1.1 Every group must have a seneschal.

1.1.2 Each seneschal shall be warranted in accordance with Kingdom policy, as outlined in Paragraph 6.

1.1.3 Every seneschal should check his or her listing in each month's Acorn to be sure that the information there is accurate, current, complete, and should notify the Kingdom Seneschal promptly of any changes. Any location changes may be sent concurrently to the Kingdom Seneschal and the Kingdom Chronicler, but changes in seneschal must be in accordance with Kingdom policy, as outlined in Paragraph 6.

1.1.4 Every seneschal should have a deputy, who should be prepared to take over the seneschal's office on short notice. The Kingdom Seneschal should be notified of any change in the deputy's name, address, or telephone number.

1.1.5 A seneschal has no direct authority over any other officer except his/her own deputy(ies).

1.1.6 The Kingdom Seneschal will recommend the dissolution of any group that loses and fails to replace its seneschal promptly.

1.2 Membership Requirements

1.2.1 In accordance with Corpora, all seneschals must be paid members of the Society for Creative Anachronism, Inc. In addition, seneschals are strongly urged to hold at least a sustaining membership, and must justify to the Kingdom Seneschal's satisfaction any decision not to hold a subscribing membership.

1.3 Duties

1.3.1 The nature of the seneschal's duties requires a telephone. Only members with a telephone may hold the office of seneschal. A telephone in the evening is preferred.

1.3.2 Every seneschal is expected to attend meetings of the Curia Regis.

1.3.2.1 Should circumstances prevent a seneschal from attending in person, he/she may send a representative with a written proxy, or may send a letter to the King and Queen stating that he/she cannot attend. The letter should outline the opinions on the agenda.

1.3.2.2 Any seneschal who is not represented at Curia should not expect to be otherwise consulted on items to be addressed in Curia or to be formally notified of curia results.

1.3.3 A seneschal represents other officers under the following circumstances:

1.3.3.1 When an office is vacant, the seneschal of the group is responsible for filing any reports required of the missing officer.

1.3.3.2 When the office of the Chancellor of the Exchequer (Treasurer) is vacant, the seneschal is responsible for filing the annual tax report and any interim reports required by the Kingdom Exchequer.

1.3.4 A seneschal must file scheduled and interim reports, as outlined in Paragraph 6.

1.4 Reports

1.4.1 It is the duty of the local seneschal to keep the Kingdom Seneschal informed of local developments. To that end, a reporting schedule has been established as follows:

1.4.1.1 Trimester reports are due on May 10 (for the period January 1 through April 30); September 10 (May 1 through August 31); January 10 (September 1 through December 31). NC, SC, and GA groups must send reports to the Southern Deputy Seneschal. VA, and MA groups must send reports to the Northern Deputy Seneschal. Reports will be considered late if they are not received within five business days of the due date. These reports should be written on 8 X 11" paper and should include:

1.4.1.2 Interim reports are due as needed. These may be very brief and should include any change or projected change in seneschal, any problems or potential problems that may require Kingdom level attention, any contact with the real world (especially the media), any discussion of change in group status, and any questions requiring immediate answers.

1.4.2 The seneschal may delegate submission of these reports to a deputy, but it is the seneschal's responsibility to see that the reports are filed

1.4.3 Any seneschal with two late or missed reports will be recommended to the Crown for removal. A group that misses two consecutive reporting cycles should be prepared to provide good reasons why its seneschal should not be replaced.

1.4.4 Every group should file its own report, i.e. Baronies should report baronial activities, not Canton activities, and Cantons should report independently.

1.5 Holding Other Offices

1.5.1 No seneschal may hold any other office, at any level, unless the other office requires so little work as to not interfere with the seneschal duties AND no one else can be found to fill it.

1.5.2 No territorial Baron or Baroness may be seneschal of his/her Barony or of any College or Canton therein.

1.6 Warranting of Group Seneschals

1.6.1 To receive a warrant, a letter should be sent to the KINGDOM SENESCHAL stating the outgoing seneschal's intent to resign and the nominee's willingness to accept the office. The letter must include the nominee's SCA and mundane names, complete address, telephone numbers (day and evening) and times most easily reached by phone, membership number, type, and expiration date. It should be signed by both the outgoing seneschal and the nominee and two other group officers. Should this be impossible (due, for example, to the death, severe illness, or disappearance of the outgoing seneschal ) a letter of explanation should be presented to the Kingdom Seneschal, signed by at least two officers. Please remember that all officers are appointed by the Crown and the corresponding Officer of State; letters regarding a change in the seneschal should say: "The people of X request that Y be appointed as the seneschal ", not "Y is the new seneschal of X".

1.6.2 Each warrant shall be for a term of two years. A seneschal may re-warrant for a second two year term, not to exceed a total of four consecutive years in office.

1.7 Removal of Seneschals

1.7.1 No seneschal will be removed from office without cause. Should cause be found, the seneschal will be given an opportunity to rectify the situation before action is taken.

1.7.2 Seneschals below Kingdom level, per corpora, may be removed only by the Crown, with ratification by the Kingdom Seneschal.

1.8 Communication with the Kingdom Seneschal

1.8.1 Please do not send certified mail, or any other mail that requires a signature, to the Kingdom Seneschal, as such mail must be picked up at the Post Office during business hours, it can often be significantly delayed in reaching its destination.

1.8.2 Should a seneschal desire confirmation that correspondence has been received, include a SASE or postcard that can be returned as acknowledgment of receipt.

1.9 Incipient Branches

1.9.1 A group will be listed in the Regnum as "incipient" when it has filed a New Branch application. To continue to be recognized, an incipient group must demonstrate continued progress toward full status. An incipient group will be elevated to full and official status when it has met Corpora requirements for a group at its level and has continued in existence for approximately one year after filing New Branch Application. During that period, an incipient group should host at least one society event under the sponsorship of an established group, and the incipient group's acting seneschal should perform all functions required of other seneschals. At the end of the one year period, the incipient group should petition the Kingdom Seneschal for full status, documenting that it has met all requirements. New Branch Applications are available from the Kingdom Seneschal.

1.10 Group Definitions & Responsibilities

1.10.1 A group's boundaries are defined by ZIP codes. People living in a group's ZIPs are counted as members of that group for the purpose of seeing whether it has maintained the minimum head count for that type of group. Seneschals of Colleges (which contain no ZIPs) should include membership lists with group reports. Remember, ZIP codes are the Kingdom Seneschal's life!

1.10.2 Except in extraordinary circumstances, no new group will be approved within 50 miles or an hour's driving time of an established group.

1.10.3 All events must be sponsored by a group. Any group proposing to hold an event in another group's territory (as defined by ZIPs) must obtain that group's permission.

1A. Kingdom Chatelaine

1A.1

Chatelaine and Castellan--What is it? The OED defines a Castellan as the governor or constable of a castle and Chatelaine as a female Castellan, a mistress of a castle or country house. This position is connotated by a bunch of keys worn at the waist. These are titles that are used in Atlantia to denote the individual who is in charge of:

1A.1.1 Setting up programs to recruit new members.

1A.1.2 Talking to newcomers and educating them in SCA customs.

1A.1.3 Orchestrating entertaining, educational programs in the medieval arts and sciences for the children and young people. In other words, the Castellan and Chatelaine are the host and hostess for their local group, their Kingdom and the SCA.

1A.2

To become a local Chatelaine or Castellan you must be chosen by your group for this position. This must be stated in a letter written by your Seneschal to the Kingdom Chatelaine or Castellan. You, too, must write a letter to the Kingdom Chatelaine or Castellan stating that you accept the position and that you will, to the best of your ability, work actively with new members and the children. These letters and a warrant form will then go to the Kingdom Seneschal and Their Majesties for signatures on the warrant. The signed warrant, which is effective for one year beginning on 1 January, will then come back to you.

The warrant is renewable, yearly, during the first week of January. To be renewed as the Chatelaine or Castellan, you must receive a letter from your Seneschal stating that you are in good standing with your group. A renewal will be sent to you to be attached to your original warrant. A renewal will not be sent if your reports are not up to date. In other words, your January report and the letter from your Seneschal can come in the same mailing.

1A.4

In your office, you are responsible to the governing body of your local group and the Kingdom Chatelaine or Castellan who is a deputy of the Kingdom Seneschal. As part of your responsibilities, you are required to report to the Kingdom Chatelaine or Castellan twice a year (in the first week of January and in the first week of August). This report should include at least the following information:

1A.4.1 The name and size of your group (number of members, non-members, and children);

1A.4.2 A description of activities undertaken to seek new members (demos, local events, etc.);

1A.4.3 A description of activities for children;

1A.4.4 A description of activities for newcomers (garb-making sessions, classes on SCA customs);

1A.4.5 A description of successful activities that should be shared with others;

1A.4.6 A description of information you handed out at demos;

1A.4.7 A description of your group's garb and feast gear loaner closet, if such exists;

1A.4.8 A description of education provided to experienced members about the proper treatment of newcomers. If there is nothing going on in your group, send a postcard with your name (SCA and modern), address, telephone number, and the name of your group and state that there has been no activity during the reporting period. Send all reports to the Kingdom Chatelaine or Castellan at the address listed in the current Acorn.

1A.5

There is a badge for this office. You are permitted to wear it as long as you hold your warranted office. If you do not have a copy of this badge, please notify the Kingdom Chatelaine or Castellan.

1A.6

In return for your good work, you can expect the following from the Kingdom Chatelaine or Castellan: 1) a monthly message in The Acorn; and 2) periodic handouts of new ideas, helpful hints, requests for suggestions on problems that may arise, answers to problems that you have brought up, and sources of materials that will make your office run more smoothly.

Remember: if you write of call the Kingdom Chatelaine or Castellan and don't receive a response, write or call again. Perhaps your communication got lost. Keep in mind that Kingdom Officers and deputies are human. As the Middle Kingdom says--each deputy is carefully inspected to see that he or she is wearing a belly button, which entitles the wearer to be human and, from time to time, to make occasional errors!

2. Atlantian College of Heralds

2.1 Purpose

2.1.1 The Atlantian College of Heralds exists to provide heraldic services to the Crown and the people of Atlantia; to allow individuals interested in heraldry to improve their knowledge and skills while serving the Kingdom, and to continue to advance the Kingdom's and the Society's knowledge and practice of heraldry.

2.1.2 A step-by-step account of the procedures necessary to register a name and/or device/badge follows this section.

2.1.3 Requirements for becoming a warranted Atlantia herald follow the section on the submission process.

2.1.4 Reporting requirements follow the section on becoming a warranted herald.

2.1.5 Requirements for courts and reporting of awards follows the section on reporting requirements.

2.2 Submission Procedure

2.2.1 The submitter should first contact a local herald, a herald-at-large, or come to a consulting table (which is run at virtually all Kingdom level events, and at some others), for advice and assistance in selecting a name and armory. The heralds should have all necessary heraldic materials: Rules of submission, books about heraldry, books about names, and forms. If there are any problems, contact the Triton Herald. All Atlantian submissions must come to the Triton Principle Herald from a warranted Atlantian Herald, or from the Pennsic consulting table. Exceptions to this procedure can be made only on a case by case basis, IN ADVANCE.

2.2.2 No armory or household name can be accepted without a personal SCA name to register it to. Armory can be submitted concurrently with or after submitting a personal SCA name. Personal SCA names may be submitted without armory.

2.2.3 The submitter will prepare at least THREE copies of the information sheet, FOUR copies of the picture sheet, and ONE black and white line drawing for each submission. This is because one information sheet and two colored picture sheets will be required for the Laurel Sovereign, one set plus the B&W outline will be required for the Triton office files, and one set is required for the local herald (these requirements may be waived when submitting through a consulting table, depending on the circumstances).

2.2.3.1 The forms must be filled out in dark ink or typed, and they must be legible.

2.2.3.2 The line drawing will be used by the Triton Herald and by the Clerk Signet (for award scrolls).

2.2.3.3 Additionally, the submitter should retain personal copies of the submission.

2.2.4 The cost of submission, which must be included with the submission (or it will be returned) is $8.00 per submission element (name, device, badge, etc.), to the Triton Herald. Local heralds may charge an additional $1.00 per element to help cover expenses. If the submission is being taken to a Canton Herald, he can charge an additional $1.00, the Baronial Herald may charge $1.00, or they can split the fee. However, no more than $9.00 per element may be charged. Submission packages with insufficient money, with an insufficient amount of forms, with illegible forms, or forms that are not filled out with dark ink, will be returned to the submitting herald.

2.2.4.1 The Triton office will take no official notice of incomplete packages, and they will not count as submissions/re-submissions.

2.2.5 Documentation is the responsibility of the submitter. The submitter will provide two photocopies of supporting documentation for names and unusual charges with proper bibliographic citations of the source. Submissions without adequate documentation will be returned to the submitter.

2.2.5.1 The Triton office does have a large library of name books. Space precludes listing them all here, but, if in doubt, call and ask, or go to a consulting table. However, citations from E.G. Withycombe's Dictionary of English Christian Names or Reaney's Dictionary of British Surnames do not need photocopies, page and date citations from these two sources are adequate, as are any books listed in the annotated bibliography in the Atlantian Herald's Handbook.

2.3 New Groups

2.3.1 In the case of a new group (canton, shire, college, etc.), it is strongly suggested that the group's seneschal or herald contact the Triton Principal Herald at the same time that they contact the Kingdom Seneschal for necessary paperwork.

2.3.2 It is not the responsibility of the Triton office to contact each new group.

2.3.3 Each group must have a herald, according to Corpora.

2.3.3.1 The Laurel Sovereign of Arms will not accept names and devices, nor changes to existing names and devices, for a group without a petition signed by a majority of officers for the group, or the majority of the populace of the group. This petition must state the signers' willingness to use the submitted name/device for the group.

2.4 Local Herald

2.4.1 The local herald or deputy should attempt to attend each local meeting armed with the Atlantian Herald's Handbook, Rules for Submission, books about heraldry, and a supply of submission forms. He should offer help with submissions.

2.4.1.1 Every Atlantian Herald who accepts submissions must have a copy of the Atlantian Herald's Handbook. If for some reason you do not have one, it is your responsibility to contact the Triton Herald. Every group herald must have a copy of the Handbook. New groups will receive them free. Replacement copies are $10.00 each.

2.4.2 As submissions come in, the local herald should check them for completeness and documentation.

2.4.3 The local herald will prepare a packet of completed submissions and forward it to the Triton Herald along with any fees.

2.4.4 Any incomplete submissions will be returned.

2.4.5 A postcard with return address is strongly suggested to facilitate notification that the Triton herald has received the submission.

2.5 Triton Principal Herald and Staff

2.5.1 The Triton Herald, at the beginning of each month, goes through all submissions received in the previous month. These are researched, and sent out of Kingdom on that month's letter of intent (which goes to all commenting members of the College of Arms and the Laurel Sovereign), or are returned for problems (conflicts, rules violations, lack of fees, precedent violations, administrative problems, etc.).

2.5.1.2 A listing of items that have gone out of Kingdom will be published in The Acorn.

2.5.2 Upon receipt of the Letter of Acceptance and Return from Laurel, the Triton Herald will report the status of the submissions in The Acorn and will send letters to each of the submitters concerning the status of their submissions.

2.5.3 For those submissions that were returned, the submitters will have one year from the date of the letter of return to resubmit without paying additional fees.

2.5.4 If you have any questions concerning these procedures, contact the Triton Herald or a member of the Triton's staff.

2.6 Procedures for Becoming a Warranted Atlantian Herald

2.6.1 To be a warranted Atlantian Herald you must write to the Triton Principal Herald stating your wish to be a warranted herald. Send Triton:

2.6.1.1 Your modern name

2.6.1.2 SCA name

2.6.1.3 Address including zip code

2.6.1.4 Phone number

2.6.1.5 Proof of membership

2.6.1.6 Proof that you are at least 16 years of age

2.6.1.7 Additionally, if you do not have a registered name, you must submit a name within six months of becoming a warranted herald.

2.6.2 Each official group in Atlantia must have a warranted herald. There can be no exception to this rule, since this is a Corpora requirement. In addition to the requirements stated above, if you are replacing an existing herald, you must send a letter from the old herald that says he is resigning. If a letter from the old herald is not obtainable, a letter from the Seneschal and one other officer can be submitted on a case by case basis.

2.6.3 The Triton office will warrant interested individuals as Heralds-At-Large.

2.6.3.1 These are people who are interested in heraldry and who are not officers of a group.

2.6.3.2 They report directly to Triton.

2.6.3.3 They must either have a registered name, or submit one within six months of becoming a warranted herald.

2.7 Quarterly Reports

2.7.1 A report is due one month after the end of the quarter (the first is due May 1 for the month ending March 31, etc.). Blank report forms are in the Herald's Handbook. While the Triton office will make an effort to remind the College of Heralds of Atlantia that reports are due, reporting is the responsibility of the heralds.

2.7.2 Missing two reports in a row, or missing the end of the year report, will be tantamount to submitting a written resignation.

2.7.3 Heralds who are warranted as Court Heralds only, and who do not take submissions, are exempt from all quarterly reporting, although not from reporting awards (see next section)

2.8 Special Procedures for Official Courts

2.8.1 The duties of this herald are to assist the Crown in whatever duties they call upon the Herald to do.

2.8.2 It is the responsibility of the supervising Herald to compile a list of awards given out in that court and forward copies of this list to the Principal Herald and the Clerk of Precedence within 30 days of the court.

2.8.3 A list of awards given out must be sent to Triton and the Clerk of Precedence. Failure to do so will be treated as if the herald missed a quarterly report.

3. Kingdom Earl Marshal

3.1 Policies

3.1.1 GENERAL

3.1.1.1 All Atlantian Marshallate policies, conventions of combat, weapon and armor standards are subject to policies of the SCA. In any situation where there is a conflict between policies, the SCA policies take precedent.

3.1.1.2 The current complete set of marshal policies will be published in the Red Tape, or as an addition to it. The current Red Tape Issue supersedes all previous Atlantian Marshal policies.

3.1.1.3 Updates and corrections will appear in The Acorn. These changes will apply to the policies contained in the most recent issue of Red Tape. No updates or changes in Marshal Policy will be valid until they have appeared in either Red Tape or The Acorn.

3.1.2 WARRANTS

3.1.2.1 The Earl Marshal (EM) and specially designated Deputy Earl Marshals shall issue warrants to and maintain a roster of all armored combat marshals. The Kingdom Archer Marshal (KAM) shall issue warrants to and maintain a roster of all combat archery marshals. The Kingdom Rapier Marshall (KRM) shall issue warrants to and maintain a roster of all rapier combat marshals.

3.1.2.2 Normal warrants are for a period of two years and may be renewed upon expiration. Continuing education requirements must be met for renewal.

3.1.2.3 The EM, KAM and KRM reserve the right to approve or deny a request for a warrant. The EM, KAM and KRM reserve the right to revoke or suspend warrants. Marshals who have had their warrants suspended or revoked may appeal the decision to the appropriate kingdom officer, the EM or the Crown.

3.1.2.4 A candidate wishing to be warranted must fulfill the following requirements:

3.1.2.4.1 The candidate must be a member of the SCA and receive The Acorn at their place of residence.

3.1.2.4.2 The candidate must know the SCA rules of the list, materials contained within the SCA Marshal's Handbook, and the appropriate marshal policies and conventions of combat as set forth by the Earl Marshal, Kingdom Archer Marshal and/or Kingdom Rapier Marshal.

3.1.2.4.3 The candidate must provide his legal name, society name, address, phone number, a copy of his authorization card, and a written recommendation signed by the current marshal, and seneschal. If the group lacks a current marshal, then the signature of a baronial marshal, knight or kingdom deputy who resides within the area should be substituted.

3.1.2.4.4 The candidate must complete the appropriate training program as set forth by the EM, AM or KRM.

3.1.2.5 Knights are not automatically warranted as an armored combat marshal, but must request a warrant from the EM and must complete the training program.

3.1.2.6 Marshal Candidates of incipient groups may apply for warrants once their incipient group appears in The Acorn.

3.1.3 KINGDOM DEPUTY MARSHALS

3.1.3.1 The EM will be responsible for the warranting of deputy kingdom marshals, with the consent of the monarchs. This shall consist of the Kingdom Archer Marshal, the Kingdom Rapier Marshal and Deputy Earl Marshal(s).

3.1.3.2 It shall be the responsibility of the KAM and KRM to maintain the conventions of combat and standards of their area of commitment. All convention standards shall be approved by the EM prior to that rule becoming effective.

3.1.3.3 The KAM and KRM shall submit a written quarterly report to the EM and their appropriate society counterpart by the first day of March, June, September and December.

3.1.3.4 In addition to other duties assigned by the EM, a Deputy EM shall assume the duties of the EM if the EM is unable to perform the duties of the office on a temporary basis until either the EM is able to perform his duties, or until a new EM is appointed.

3.1.4 LOCAL MARSHALS & MARSHALS AT LARGE

3.1.4.1 Any group that wishes to host an event with any SCA related combat activities must have an appropriately warranted marshal.

3.1.4.2 Each local group may have a deputy marshal for armored combat, combat archery and rapier combat. Baronies may have two deputies for each combat form. Marshals are required to fill all deputy positions.

3.1.4.3 The knights marshal shall ensure that a warranted marshal is chosen to be Marshal-in-Charge (MIC) of any event hosted by their group. The MIC must be warranted in the combat form(s) which are to take place at the event. The name and signature of the MIC must be included on the event registration form filed by the autocrat with the Kingdom Chronicler.

3.1.4.4 The knights marshal will ensure that the MIC has filed an event report with the proper kingdom officer within 20 days of the event.

3.1.4.5 Archer marshals may participate as warranted marshals assisting in the marshaling of melees.

3.1.4.6 Marshals at large may be warranted at the discretion of the appropriate kingdom superior if a need exist on a local basis. All local marshal slots must first be filled prior to anyone being considered for a marshal at large warrant.

3.1.5 TRAINING

3.1.5.1 The EM, KAM and KRM will establish a training program to educate and maintain a consistent policy within the marshallate.

3.1.5.2 All marshals are required to complete the appropriate training program by May 1, 1996. Any marshal who has not completed the program by May 1, 1996 will have his warrant suspended pending compliance with this policy.

3.1.5.3 The EM will designate a Deputy Earl Marshal to develop and administer the training program for armored combat marshals. The KAM and KRM may delegate this responsibility to a training deputy at their discretion.

3.1.5.4 The training classes will be taught by specially designated instructors at the University of Atlantia, collegiums and other events. Approved instructors will be so designated by the appropriate kingdom officer or training deputy.

3.1.5.5 As of May 1, 1997, continuing education classes will be required for the renewal of warrants. These classes will be developed and administered by the appropriate kingdom deputy, and will be taught through the University of Atlantia and Collegiums.

3.1.5.6 Apprentice marshals, i.e. those marshals who do not have a warrant will be assigned to a supervising marshal who will oversee his training. A warrant will not be issued to an apprentice marshal until he has satisfactorily completed the educational requirements and is recommended for a warrant by his supervising marshal.

3.1.6 COMBAT AT EVENTS

3.1.6.1 An official combat event is a society event, as defined by the Society Organizational Handbook, that has been registered with the Kingdom Chronicler, appears in The Acorn, and is hosted by a group appearing in the Regnum.

3.1.6.2 Any local group hosting an event must have an appropriately warranted knights marshal to hold SCA combat related activities at that event.

3.1.6.3 The Marshal in Charge (MIC) shall oversee all combat at an event. The MIC must be warranted for the type of combat occurring at an event, or have assigned assistant MIC's who are warranted for the type of combat occurring in each of their scenarios. All scenarios must be structured to accommodate the number of marshals available.

3.1.6.4 The MIC need not be constantly present near all combat but must be readily accessible to any marshal in charge of a scenario.

3.1.6.5 The MIC of an event shall choose the marshals that shall assist him in marshaling any combat at the event.

3.1.6.6 The MIC may appoint a head marshal for a scenario. A head marshal may not fight in that scenario. If the MIC fights in a scenario, then he yields all authority for that scenario to the head marshal.

3.1.6.7 For Melees, excepting bridge battles, there must be at least 1 warranted marshal for each 20 combatants. Line marshals will be used as necessary given considerations of terrain, and proximity to spectators. For bridge battles, there must be at least four warranted marshals for each bridge.

3.1.7 EVENT REPORTS

3.1.7.1 Event reports shall be filed within 20 days of the event. At a minimum, event reports must include:

3.1.7.1.1 The name of the MIC, MOL all marshals (including apprentices) who participated and in what capacity,

3.1.7.1.2 A list of all authorization attempts including weapon form and result,

3.1.7.1.3 A list of all fighters who participated in any combat,

3.1.7.1.4 A description of marshal activities for the day and a discussion of any injuries or problems arising from combat related activities.

3.1.8 PROBLEMS

3.1.8.1 If a fighter willfully or repeatedly violates any of the rules governing combat, then corrective action must initiated by the MIC. Should an MIC suspend an authorization, then the MIC should contact the EM, KAM or KRM as appropriate verbally within 7 days of the event. The report should include all pertinent information from all marshals and individuals involved. This verbal report should be followed up in detail in the event report. All participants involved in any such infraction or corrective action should send a statement to the EM. This statement should include their perspective on what actually occurred and where they can be contacted for further information.

3.1.8.2 If, for any reason, it should become unsafe to conduct combat safely and in accordance with the rules and conventions of combat, then the MIC must halt all combat at the event. If the MIC is unable to halt combat, then he must withdraw his sanction from the event. Once sanction is withdrawn, all warranted marshals must leave the site, and any titles earned by tourney combat at this event are then null and void. All authorizations conducted at this event are also null and void. Should this situation arise, the MIC shall contact the EM and any appropriate kingdom deputy ASAP with all pertinent information. A written report must follow detailing all pertinent information along with statements from all marshals and individuals involved.

3.1.8.3 If any infractions of the rules or conventions governing combat occur, it is the responsibility of the Head Marshal to notify the fighter(s) involved and the MIC.

3.2 Weapon & Armor Standards

3.2.1 All weapon & armor standards shall comply with standards set forth in the Society Marshal's Handbook current edition. Should the weapon or armor standards change at the society level, then Atlantian standards will change with them.

3.3 Authorizations

3.3.1 GENERAL

3.3.1.1 A combatant may use only those weapon forms in which they have specifically authorized.

3.3.1.2 Any combatant who has allowed his authorization to lapse for a period exceeding one year may be required to reauthorize in each weapon form.

3.3.1.3 Visitors to the kingdom may participate in combat without Atlantian authorization. They shall be instructed on Atlantian Conventions of Combat before fighting. All weapons and armor used must comply with Society Standards. Any combatant who resides in Atlantia for more than three months shall authorize in the normal manner.

3.3.2 STANDARDS

3.3.2.1 At a minimum, in order to successfully authorize, a combatant must know and understand SCA and Atlantian Combat Rules & Rules of the List, have the ability deliver and acknowledge a telling blow, and exhibit safe and competent skills during combat. If at any time the marshals conclude the applicant lacks sufficient skills or knowledge, then the authorization procedure should be stopped.

3.3.2.2 An authorization team shall consist of two marshals and an experienced appropriately authorized fighter. The marshals shall be from different local groups.

3.3.2.3 At all times the authorizing fighter should fight at the utmost of his ability. The experienced fighter should begin at the level of competence of the authorizing fighter. As the process continues, the experienced fighter should increase the pace and his level of aggression. During this portion of the process, both fighters will call all blows naming both location and whether or not the blow was good.

3.3.2.4 In the second phase of the authorization, a tourney combat round is fought with both fighters acting out blows.

3.3.2.5 If either marshal believes that the applicant lacks sufficient skills or knowledge, then the authorizing fighter has failed.

3.3.3 WEAPON FORMS

3.3.3.1 The weapon forms in which one may authorize are weapon and shield, two weapons, great sword, pole arm, and spear.

3.3.3.2 Javelins may be used by any authorized fighter or combat archer.

3.3.3.3 All combatants must authorize in weapon and shield before authorizing in either two weapons, great sword or pole arm.

3A. Atlantian Combat Archery Rules

3A.1 Armor

3A.1.1 When utilized in conjunction with armored combat, armor standards for combat archery shall be the same as those for armored combat participants except that the knees, elbows and hands need not be armored and helms must be clearly marked with white diamonds (minimum length of 3 inches per side) on all four sides.

3A.1.2 When utilized in conjunction with rapier combat, rapier armor standards shall apply.

3A.2 Weapons

3A.2.1 Bows may have a maximum draw weight of 30 pounds at 28 inches. Crossbows may have a maximum throw weight of 600 inch pounds (pull x draw).

3A.2.2 Arrows may have a base construction of either a wooden shaft or a golf tube. All wooden shafts must have a minimum diameter of 5/16 inch and be longitudinally covered with a filament strapping tape.

3A.2.3 On an experimental basis, fiberglass shafts may be used as a base of combat arrow construction. This experiment shall continue until 1/1/97. As with wooden shafts, fiberglass shafts must be longitudinally covered with a filament strapping tape.

3A.2.4 Wooden and fiberglass shaft arrows may utilize either Oerthan Markland, Meridian Markland, Conehead or Thistle Missile head construction. The length of the arrows may not exceed 28 inches measured from the back of the head to the inside of the nock.

3A.2.5 Golf tube arrows may be gleaned and fired again. All other arrows must be inspected by a warranted archer marshal prior to reuse. All arrows should be uniquely marked so as to readily identify ownership.

3A.3 Conventions of Combat

3A.3.1 The legal target area for projectile weapons shall be same as any thrusting weapon which is legal in a given scenario.

3A.3.2 Archers shall not fire at a combatant at a range of less than 10 feet.

3A.3.3 On the cry of hold or when slain, all arrows will be unnocked, and crossbows will be uncocked.

3A.3.4 Any projectile which strikes a legal target area, unimpeded and point first shall be considered as telling. Any projectile which is blocked, deflected, or which strikes in any manner other than point (or edge) first need not be counted.

3A.3.5 Any bow which is struck by a projectile shall be considered as broken and unusable for the duration of a scenario or until after resurrection.

3A.3.6 In Armored combat scenarios, Combat archers and all other light fighters, scouts etc. shall be killed by touch. A "touch kill" is accomplished when an armored combatant touches an archer, or any part of the archer's equipment (bow, quiver, etc.) with either his hand or weapon. These touches should be in the form of a light, controlled contact. There is no such thing as a touch which is light, glancing, tipped or otherwise to be disregarded.

3A.3.7 For rapier combat, rapier conventions of combat are to be used.

3A.3.8 A combat archer (or any other combatant) may yield. If a combatant yields, then he should not be touched.

3A.4 Authorizations

3A.4.1 In order to authorize, candidates must demonstrate their knowledge of rules governing combat archery and their ability to comply with them. At least one of the two marshals participating in the authorization process must be a warranted archer marshal.

3A.5 Target Archery

3A.5.1 Target ranges must be supervised by a warranted archer marshal.

3A.5.2 Equipment utilized in target archery must comply with standards set forth by the Society for Creative Anachronism, Inc.

3A.6 Warrants

3A.6.1 Warrants for combat archer marshals shall be issued by the kingdom archer marshal, the kingdom earl marshal or their designated deputies. Warrants shall normally be issued for a period of two years.

3B. Atlantian Rapier Rules

3B.1 Rapier Conventions of Combat

3B.1.1 DEFINITIONS

3B.1.1.1 A Valid Blow is any thrust with positive force towards the opponent in line with the blade or any draw cut using at least 12" (about 1/3) of the blade.

3B.1.1.2 To Draw Cut is to pull the blade away from the opponent while the blade maintains noticeable and constant pressure against the opponent. Push Cuts which are delivered by pushing the blade towards the opponent are not allowed.

3B.1.1.3 To Win is to render one's opponent unable or disinclined to continue, for any reason. (See 2.7 below)

3B.1.1.4 Critical Areas are those which are especially vulnerable to valid draw cuts, and include areas where deep cuts threaten arteries, veins and vital organs, such as:

* the entire neck, especially at the front of the throat and the sides at the jugular veins

* the brachial arteries, located inside of the upper arm between * shoulder and elbow

* the femoral arteries, located inside of the upper leg between groin * and knee

* the abdomen between the bottom of the rib cage and the pelvis

3B.1.2 CONVENTIONS

3B.1.2.1 Target Area is the entire body. Fighters are considered to be fighting in a shirt and hosen or a skirt, and no blow may be discounted because of the actual clothing worn by the fighter.

3B.1.2.2 A Killing Blow consists of any valid thrust to the head, neck, or torso; or a valid draw cut to any critical area. (See 1.4 above).

3B.1.2.3 A Valid Blow (thrust or cut) to an arm or leg will cause the loss of the use of that limb.

3B.1.2.4 A Valid Blow to a hand will cause the loss of that hand. The arm may still be used for parrying, but the hand may not grip, hold, or push.

3B.1.2.5 A blade may be parried by the off (non-weapon) hand or arm, but the blade may not be grasped or trapped under any circumstance.

3B.1.2.6 Fighters should realize that the blunt, flexible foil blades we use are far more likely to glance off the body or mask than the rigid, razor sharp rapier blades they represent. Any contact between the body and a blade would cause a cut or wound, even if the thrust or draw was insufficient to cause major injury. A fighter may withdraw because of a disabling wound, because of accumulated damage or blood loss, or because of any small scratch (depending upon the agreements previously made by the (combatants) or upon the fighter's discretion, considering the state of medicine in period.

3B.1.2.7 It is unlikely that most rapier combat in period was of the "fight to the death" variety. Fighters are encouraged to fight to some condition of victory other than death, using rules such as First- or Second-Blood to determine victory, and to make every effort to simulate the actual effects of wounds received, taking into account pain, loss of blood, etc. In period, duelists who had even a minor wound had to consider the odds of permanent disability, and so would be unlikely to continue all but the most dire of conflicts after being wounded.

3B.2 Rapier Combat Weapons Standards

All weapons or devices to be used in the list shall be inspected by a Rapier Marshal for safety and compliance with the following rules prior to use.

3B.2.1 RAPIERS

3B.2.1.1 The standard blade is a #5 practice foil or epee (though other lengths down to the #0 length may be used with the consent of both fighters and the Rapier Marshal-in-Charge). No other type of blade (sabre, practice electric, fiberglass, etc.) may be used.

3B.2.1.2 Blades shall be in good condition, having a single gradual curve and no cracks, kinks, or multiple curves.

3B.2.1.3 Rapier tips must be covered with a standard plastic or rubber foil tip, in good condition, securely fastened so as to not be dislodged during combat.

3B.2.1.4 Guards may not have openings large enough to admit the point of a tipped blade in normal combat. All guards should be padded on the grip side.

3B.2.1.5 Quillons shall be no longer than 12 inches, tip to tip. The ends may not be sharp or otherwise dangerous in combat. Quillons or guards designed to break blades are prohibited.

3B.2.1.6 Pistol grips of all types are not period and are not allowed.

3B.2.2 DAGGERS

3B.2.2.1 Metal Flexi-blades obtained through modern fencing suppliers are the standard dagger blade. No other type of blade is allowed.

3B.2.2.2 Dagger blades may be at most 18" long.

3B.2.2.3 The blades, guards and quillons of daggers shall meet the same standards as rapiers, excepting that the curve in the dagger blade is recommended, not required. (See 3.2.2 - 3.2.6 above)

3B.2.3 BUCKLERS

3B.2.3.1 Bucklers shall be made of lightweight materials (quarter-inch plywood or sole leather are good examples), and may be no larger than 18" in any direction.

3B.2.3.2 Bucklers which can catch or trap blades shall not be used.

3B.2.3.3 Bucklers shall be so made as to present no hazard (splintered edges, raised bolts, etc) to the bearer or his/her opponent.

3B.2.4 SOFT PARRYING DEVICES

3B.2.4.1 Soft parrying devices include (but are not limited to) cloaks, hats, gloves, and any other non-rigid articles that might be used for parrying in combat.

3B.2.4.2 Soft parrying devices shall be recognizable as the original item.

3B.2.4.3 Soft parrying devices may be weighted or stiffened with cloth or padding, but not with metal or any rigid material.

3B.2.4.4 It is illegal to trap and hold a blade with a soft parrying device.

3B.2.5 HARD PARRYING DEVICES

3B.2.5.1 Hard parrying devices include (but are not limited to) scabbards, pistols, candlesticks, and any other rigid articles that might be used for parrying in combat.

3B.2.5.2 Hard parrying devices may be constructed of any safe material. They may not have sharp corners, rough or splintered edges, holes that could admit the point of a tipped blade, or be too heavy or in any way dangerous.

3B.2.5.3 It is illegal to use any hard parrying device to attack one's opponent, whether by slapping, striking, or thrusting.

3B.2.6 OTHER WEAPONS

3B.2.6.1 Mugs, bottles, fish, sausages, loaves of bread, and other strange weapons shall be inspected by a warranted Rapier Marshal and used only with the consent of all parties involved.

3B.2.6.2 Soft materials such as cloth, foam, and tape are recommended for construction of improvised weapons.

3B.2.6.3 No weapon may be thrown in rapier combat. Exception to this rules may be made on provisional basis for certain combat scenarios with the approval of the Rapier Marshal-in-Charge. All missile weapons used in such a scenario must be inspected and approved by the Rapier Marshal-in-Charge, and may be used only with the consent of all parties involved.

3B.2.7 WEAPON FAMILIARITY

3B.2.7.1 It is ultimately the responsibility of each fighter to resolve any questions about what weapons are being used before combat begins.

3B.3 Rapier Combat Armor Standards

All combatants shall be inspected by a Rapier Marshal for safety and compliance with the following rules prior to engaging in combat.

3B.3.1 DEFINITIONS

3B.3.1.1 Impenetrable Material is material able to withstand four hard thrusts with a broken foil blade when placed on a penetrable surface, regardless of composition or number of layers. Four ounce leather or four layers of sturdy cloth normally will qualify as impenetrable; some brocades and other heavy fabrics may require only two layers to be considered impenetrable material, while it is probably impossible to use enough layers of gauze to achieve impenetrability. All "impenetrable" material should be tested in the above fashion.

3B.3.1.2 Resistant Material is one layer of sturdy cloth that resists tearing under normal combat stresses.

3B.3.1.3 Examples of Sturdy Cloth include: a single layer of trigger cloth, duck cloth, denim, most garment leathers, and many brocades.

3B.3.2 GENERAL

3B.3.2.1 Armor must have no gaps. No bare skin may show.

3B.3.2.2 There must be no gaps through which a blade may penetrate so as to slide under layers of armor.

3B.3.2.3 There must be at least three inches of overlap between any separate pieces of armor.

3B.3.2.4 Additional protection (beyond what is described in these rules) such as breast cups, high-topped leather boots, et cetera may be worn so long as they do not interfere with normal blow acknowledgment.

3B.3.2.5 Any protection or article of clothing that prevents a fighter from properly acknowledging blows will not be allowed.

3B.3.3 HEAD

3B.3.3.1 An FIE approved fencing mask (which meets the 12 kg punch test) or the equivalent shall be worn. The mask must cover at least the front and sides of the head. It must be securely fastened so that it can neither come off nor be significantly dislodged during combat.

3B.3.3.2 All areas of the head and neck that are not covered by the mask must be covered with impenetrable material. One-piece hoods which cover the head and neck and extend to cover the upper chest are preferred.

3B.3.4 TORSO

3B.3.4.1 The torso (chest, back, abdomen, and groin) must be covered with Impenetrable Material.

3B.3.4.2 The armpits must be completely covered with Impenetrable Material regardless of the combatant's position.

3B.3.4.3 Any lace holes or button holes should be backed with a 3"- 4" placket to prevent a blade sliding inside the torso protection.

3B.3.4.4 The torso protection should be belted or otherwise closely fitted to prevent a blade sliding up from the bottom.

3B.3.4.5 Modern fencing jackets shall not be worn as the outer layer of a fighter's protection. Fighters and marshals are reminded that modern fencing jackets are right or left handed -- one side has only a single layer of fabric.

3B.3.4.6 Male fighters must wear rigid groin protection such as an athletic cup, adequately secured.

3B.3.4.7 Female fighters should be aware that their breasts are in a favored target area. They are encouraged to take protective measures. As the amount of padding and protection needed varies with the individual, it is left to the fighter to see that she is adequately protected. Female fighters are also encouraged to have additional padded or resistant groin protection.

3B.3.5 ARMS AND HANDS

3B.3.5.1 Arms shall be covered with Resistant Material.

3B.3.5.2 Hands and wrists must be covered with gauntlets made of leather or other resistant Material. Leather work gloves are acceptable.

3B.3.5.3 All gloves must have a long cuffs overlapping the sleeves by at least 3".

3B.3.6 FEET AND LEGS

3B.3.6.1 Legs shall be covered with Resistant Material. A single layer of commercial tights or socks alone do not qualify as resistant material.

3B.3.6.2 Fighters must wear closed-top boots or shoes on their feet. Boots are recommended. There can be no gap between the fighter's foot and leg covering regardless of the fighter's position. Footgear must give adequate traction.

3B.4 Rapier Authorizations

3B.4.1 No combatant may participate in any Rapier Combat in Atlantia unless that person has been properly authorized.

3B.4.1.1 Any combatant who has allowed their authorization card to expire for a substantial period of time may be required to reauthorize.

3B.4.1.2 One on one training of unauthorized fighters, under controlled conditions with the supervision of authorized fighters, is allowed.

3B.4.2 Authorizations may be conducted only at official events. An authorization team shall consist of one combatant (an authorized Rapier fighter, preferably an experienced one) and two warranted marshals. The two marshals may not be from the same local group.

3B.4.3 In order to authorize, a Rapier fighter must demonstrate the following:

3B.4.3.1 Comprehension and application of the SCA Rules of the List, SCA Period Fencing Rules and Atlantian Rapier Combat Rules.

3B.4.3.2 Ability to properly execute and acknowledge various valid blows.

3B.4.3.3 Safe and competent execution of offense and defense during actual combat.

3B.4.4 No authorization is valid unless the Atlantian Kingdom Minister of the Lists receives a completed authorization card (not later than fourteen days after the date of the authorization).

3B.4.5 Visitors to Atlantia from other Kingdoms may participate in combat without authorizing, but shall first be instructed in the Atlantian Rapier Combat Rules.

3B.4.5.1 Visitors will be expected to comply with Atlantian rules and conventions, including Atlantian armor and weapons standards.

3B.4.5.2 Any combatant traveling to Atlantia who expects to reside in Atlantia for more than three months shall authorize in the normal manner prior to participating in Rapier Combat.

3B.5 Rules of the List

3B.5.1 Engaging in rapier combat with the deliberate intent to inflict injury on an opponent is forbidden.

3B.5.2 Combatants shall maintain control over their tempers at all times.

3B.5.3 A combatant may decline any challenge without dishonor, and without specifying a reason. In a tournament this may result in forfeiture of the bout.

3B.5.4 Combatants may reject the use of a particular weapon by an opponent, should they deem the weapon unusually dangerous.

3B.5.5 All rapier combat is done in the round, not strip-style in a line. The one exception is if a combatant has been put on the ground (by the loss of a leg or foot, for example). In that case the mobile combatant may not corkscrew or require the grounded fighter to turn more than about 120 degrees.

3B.5.6 There shall be no combat between Rapier fighters and heavy weapons (armored SCA combat) fighters.

3B.5.7 Brawling tactics or deliberate and unsafe misuse of weapons will not be allowed. Examples include (but are not limited to):

3B.5.7.1 Grasping, grappling, tripping, or striking the opponent with one's hand or body. Incidental and fleeting contact is permissible.

3B.5.7.2 Whipping or chopping with the rapier, dagger, cloak, or buckler.

3B.5.7.3 Throwing a cloak over an opponent's face so as to blind the opponent.

3B.5.7.4 Striking with any part of the weapon not designed for it; or with any buckler or parrying device not legal for thrusting.

3B.5.7.5 Deliberately trapping the blade in any fashion.

3B.5.8 When a Hold is called, all fighting on the field shall cease immediately; fighters must assume a non-aggressive stance and not move unless directed to do so by a marshal.

3B.5.9 Hold shall be called whenever a marshal, fighter or spectator believes conditions warrant it. Such conditions include (but are not limited to):

3B.5.9.1 A broken or unsafe weapon, armor, or other equipment.

3B.5.9.2 Violations of the rules of combat.

3B.5.10 Combatants or marshals may request a calibration at any time during a Hold.

3B.5.11 A fighter is armed so long as at least one offensive weapon is retained. If a fighter is disarmed, their opponent has the option of allowing them to recover their weapon(s); otherwise, a disarmed fighter must yield.

3B.5.12 A marshal shall, as necessary, warn or remove from the field any fighter whose conduct is deemed unsafe or unchivalrous. Examples of unsafe conduct include (but are not limited to):

3B.5.12.1 Grasping or trapping to the body any portion of a bladed weapon.

3B.5.12.2 Striking with excessive force or from behind.

3B.5.12.3 Problems with acknowledgment of blows.

3B.5.12.4 Deliberate misuse of the Rules of Combat to gain advantage over an opponent.

3B.5.13 At the end of each bout, before the Herald is called onto the field, the Marshals shall ask each fighter if they are satisfied with the conduct of the bout. If either combatant is dissatisfied with the conduct of the bout, they must state any grievances before walking off the field. Any fighter who leaves the field without stating grievances is declaring his/herself satisfied with the bout.

4. Kingdom Minister of the Lists

4.1 Duties of the Kingdom Minister of the Lists (KMOL)

4.1.1 Supervise and coordinate the actions of the local Ministers of the Lists (MOLs) throughout the Kingdom.

4.1.2 Maintain the following records:

4.1.2.1 A list of all authorized fighters in the Kingdom. This list is to be updated and distributed to all warranted MOL's and the Earl Marshal quarterly. The quarterly fighter list shall be published as two separate lists. The current list shall contain the names of all fighters in the kingdom with a valid authorization card. The recent expirations' list shall contain the names of all fighters whose cards have expired in the three months preceding publication of the current list.

4.1.2.2 A list of all group MOL's and MOL's-at-Large. This list is to be updated and distributed to all warranted MOL's quarterly.

4.1.2.3 Quarterly lists will be published in the following months: February, May, August and November.

4.1.2.4 Accurate records of all fighting activities within the Kingdom.

4.2 Becoming a Minister of the Lists (MOL)

4.2.1 MOLs shall be warranted for a period of two years. There is no limitation on the number of times an individual may be rewarranted. Warrants shall be issued at the discretion of the KMOL.

4.2.2 GROUP MOL: Anyone wishing to become an MOL for their local group must submit the following:

4.2.2.1 A letter from the local seneschal stating the you are an acceptable candidate to the group.

4.2.2.2 A letter from you stating your desire to take on the office and giving your: Legal name, SCA name, address, phone number, group name, membership number, and expiration date.

4.2.3 MOL-AT-LARGE: Anyone wishing to become an MOL-at-Large must submit a letter stating your desire to take on the office and giving your: Legal name, SCA name, address, phone number, group name, membership number, and expiration date.

4.3 Running the List

4.3.1 Only a warranted MOL is authorized to run the list for a tournament in Atlantia.

4.3.2 Groups must have an MOL if they wish to host fighting events. The local MOL is not required to run a tournament for local events, however:

4.3.2.1 They are required to ensure that a warranted MOL is available to do so.

4.3.2.2 They are responsible for ensuring that the tourney report is filed with the Kingdom Minister of the Lists (KMOL). If any problems are encountered with getting the report filed (such as not being able to contact the MOL who officiated), the group MOL is responsible for notifying the KMOL.

4.4 Authorization Records

4.4.1 Authorization requirements are issued and administrated by the Earl Marshal's office. For an authorization to be recorded and made official the following forms MUST BE COMPLETED!

4.4.1.1 Confirmation of Membership/Combat Waiver form. One of these forms must be completed any time the MOL processes an authorization, add-on weapons form, renewal or lost card.

4.4.1.2 If a fighter does not have a BLUE membership card indicating there is a signed combat waiver on file at Corporate, there are only two acceptable forms of proof of membership.

4.4.1.2.1 A return post card from the Office of the Registry showing receipt of membership renewal form with signed waiver.

4.4.1.2.2 Copy of membership form showing a signed waiver and payment by credit card, along with the record of transmission to Office of the Registry by FAX.

4.4.1.3 Authorization Form: A 3 X 5 card with the following information and in the following order:

NOTE: Fill out three cards. One card goes to the KMOL with the tourney report, one card goes to the local MOL records, and the third card goes to the fighter to serve as their temporary authorization card. This temporary card will be valid for three months (see below).

4.4.1.3.1 The expiration date in the upper right corner of the temporary card is the third month following the authorization date, for example; if the authorization takes place on 1/95, the expiration date will be 3/95.

4.4.1.3.2 If a fighter is authorizing in an add-on weapon form, the process is exactly the same as if it were a new authorization and new cards will be issued. MOL's may NOT make any changes to the existing fighter card.

4.4.1.3.3 Both the Confirmation of Membership/Combat Waiver form and the 3 X 5 Authorization Form must be fully completed, signed and witnessed. If there is any information missing, the authorization will be void.

4.5 Expired Cards

4.5.1 Combat Authorization Cards are valid until a fighter's SCA membership expiration date. At the end of that time a fighter must show proof of membership with a valid waiver on file at the Office of the Registry, execute a new Verification of Membership/Combat Waiver and pay a fee to receive new cards. This may be done at an event, through the group MOL, or directly through the KMOL's office.

4.5.1.1 If a fighter is renewing at an event, the MOL may execute a 3 X 5 Authorization Form (marshal's are not required to sign this form) to serve as the fighter's temporary card.

4.5.1.2 Proof of membership is considered to be one of the following forms:

4.5.1.2.1 Blue Membership card with valid expiration date. Yellow or white cards are not valid for obtaining an authorization card.

4.5.1.2.1.1 Blue card means that your waiver on file with the Office of the Registry is valid for combat and related activities.

4.5.1.2.1.2 Yellow card means that the waiver you sent in is obsolete. You can not participate in combat and related activities.

4.5.1.2.1.3 White card means the waiver on your application was unsigned or otherwise incomplete. You can not participate in combat and related activities.

4.5.1.2.2 Return post card from the Office of the Registry showing receipt of membership renewal form with signed waiver.

4.5.1.2.3 Copy of membership form showing a signed waiver and payment by credit card, along with the record of transmission to Office of the Registry by FAX.

4.6 Authorization and Renewal Fees

4.6.1 The fees for new authorizations, add-on weapons forms, renewals and lost cards are the same.

4.6.1.1 Blue cards are $1.00.

4.6.1.2 Gold cards are $5.00. The additional $4.00 from the gold cards will be donated to the Kingdom travel fund.

4.6.1.3 All fighters will be issued two cards, either two blue cards or two gold cards. If the fighter wishes more than two cards, they must pay an additional fee and will receive an additional two cards.

4.6.2 Checks should be made out to Kingdom of Atlantia, SCA Inc.

4.7 Eligibility to Fight

4.7.1 All fighters should present an original combat authorization card to the list table when signing in for a tournament. The MOL shall verify the fighter's authorization with this card and /or the current fighter list. No facsimile cards (Xerox, etc.) are to be accepted.

4.7.1.1 If the fighter does not have a card -- check the fighter list.

4.7.1.2 If the fighter is on the current list and is not expired, they may fight.

4.7.1.3 If the fighter is on the list of recent expiration and can show proof of membership with a signed waiver on file with Corporate, they may execute a new Verification of Membership/ Combat Waiver (see "Expired Cards"), and fight.

4.7.1.4 If the fighter does not appear on either list, but can show proof of membership with a signed waiver on file with Corporate they may complete a Confirmation of Authorization form under the following conditions:

4.7.1.4.1 For a recent authorization where the tourney report was never filed, the fighter is to have the officiating marshals from their authorization bout fill in and sign the form.

4.7.1.4.2 For an old authorization that the KMOL's office has no record, the fighter may have two members of the chivalry who are willing to vouch for their safety/ability to fight with that weapon fill out the form in place of the officiating marshals.

4.7.1.5 If the fighter does not appear on either list or can not show proof of membership with a signed waiver on file with Corporate, they may not fight until they contact the office of the KMOL.

4.7.2 Fighters may, at any event where authorizations are being conducted, exercise the option to re-authorize.

4.7.3 If a fighter's card has been expired for more than one year, all of their authorization becomes void and they must re-authorize in all weapons forms.

4.7.4 Knights may renew at any time; however, they must show proof of membership with a signed waiver on file with Corporate, execute a Verification of Membership/Combat waiver, and pay the fee.

4.8 Minors

4.8.1 Minors are a special case in combat. Any minor who wishes to authorize must go through the process prescribed by the Earl Marshal's office. If a minor wishes to authorize, you must insure that the normal paperwork, as well as the additional forms stipulated by the Earl Marshal have been completed before the authorization can occur.

4.9 Procedures

4.9.1 Verify the existence and validity of each fighter's authorization prior to the start of combat.

4.9.2 Ensure that each fighter attempting to authorize fills out the necessary paperwork (Verification of Membership/ Combat Waiver and 3 X 5 Authorization forms), prior to the authorization.

4.9.3 Ensure that each fighter who is renewing fills out the necessary paperwork (Verification of Membership/Combat Waiver and 3 X 5 Authorization Form for Temporary Card), prior to the start of combat.

4.9.4 Ensure that you have your copies of all paperwork and that the applicable fees have been collected.

4.9.5 Prepare the Tourney Report:

4.9.5.1 The MOL should prepare one report per tourney. If you have three tourneys, the KMOL's office should receive three report forms. DO NOT put multiple tourneys on the same tourney report form.

4.9.5.2 The MOL should include the following for each tourney report:

4.9.5.2.1 Verification of Membership/ Combat Waivers.

4.9.5.2.2 3 X 5 authorization Forms.

4.9.5.2.3 All fees collected. Checks should be made payable to Kingdom of Atlantia, SCA Inc.

4.9.5.2.4 A list of participants.

4.9.5.2.5 The list tree (if applicable).

4.9.5.2.6 A summary of any problems and or complaints.

4.9.5.2.7 A list by legal and SCA name of all marshal's and MOLs.

4.9.5.2.8 A self-addressed, stamped postcard.

4.9.5.3 If a tournament is scheduled but does not occur or started but not completed, the MOL should send a tourney report stating this fact and the reason (such as bad weather, lack of marshals, etc.).

4.9.5.4 All fees collected should be turned in to the group Exchequer. Have the Exchequer issue a check for the total amount made out to: Kingdom of Atlantia, SCA Inc. Include this check with your tourney report. If fees are not paid for authorization or renewals, they will be void.

4.9.5.5 Tourney reports are due in to the KMOL's office no later than 14 days after the event.

4.9.5.5.1 Each month the KMOL will publish a list in The Acorn of overdue tourney reports. The group MOL will have one month from the date of publication to submit the tourney report or contact the KMOL to resolve any problems.

4.9.5.5.2 At the end of said month, if the KMOL has not received such communication the group seneschal will be notified that the local MOL has been suspended. An announcement will be placed in The Acorn stating that all authorizations and or renewals processed at the tourney are void.

4.9.5.5.2.1 This suspension will be permanent unless all issues can be resolved and a letter is received from the group seneschal requesting that the MOL be retained.

4.9.5.5.2.2 Groups whose MOL has been suspended will be barred from holding fighting events until they have a new, warranted MOL or the KMOL has approved a substitute for a specific tourney.

5. Kingdom Chancellor of the Exchequer

5.1 Duties and Responsibilities

5.1.1 The Kingdom Chancellor of the Exchequer (KCOE) will maintain records detailing the income and expenses of the Kingdom.

5.1.1.1 Written reports shall be submitted to each Curia. These reports will detail all income and expense since the last report and specific fund allocations.

5.1.1.2 Disbursements shall be made in accordance with Kingdom Law.

5.1.2 The KCOE will be responsible for appointing and training a designated successor and local officers. The KCOE should teach at least one class a year on basic record keeping.

5.1.3 Each year the KCOE will mail out tax reports in a timely manner to all groups and individuals required to file them (the timing is dependent upon when the forms are received from the Society Chancellor of the Exchequer (SCOE)).

5.1.3.1 When the tax forms have been mailed, notification will be published in The Acorn and if possible put on the Kingdom calendar. It is not the responsibility of the KCOE to check and make sure that all groups have received the reports once they are mailed.

5.1.3.2 It is the responsibility of those required to file reports to notify the KCOE if they do not receive the report forms by mid-January.

5.1.3.3 The KCOE will render any assistance needed for groups to complete these reports.

5.1.3.4 The Kingdom Seneschal and the SCOE will be notified by the KCOE should any groups fail to file reports by the deadline.

5.1.4 The KCOE is responsible for preparing and completing the Kingdom Tax Report and filing it in a timely manner with the SCOE.

5.1.5 The KCOE will contact the autocrats of Kingdom Events and explain their responsibilities concerning the financial reporting for the event as set forth in Kingdom Law.

5.1.6 The KCOE will file all other reports required by Kingdom Law or the SCOE.

5.1.7 The KCOE will ensure that all local Exchequers receive a copy of the National Handbook and that they understand their duties as outlined in the handbook.

5.2 Local Exchequers

5.2.1 Only those groups with Baronial status or above are required to have an Exchequer.

5.2.1.1 In Groups that do not have an Exchequer, the Seneschal is responsible for fulfilling the financial reporting for the group.

5.2.2 Local Exchequers have the following duties and responsibilities:

5.2.2.1 Local Exchequers are responsible for the accounting of, but not necessarily the control of, all monies held, collected, spent by any officer or member within their group in the name of the SCA. This includes but is not limited to: heralds, autocrats, newsletters, and guilds.

5.2.2.2 The Exchequer shall submit written financial reports at local meetings. A copy should be kept in the Exchequer files and a copy should be given to the local Seneschal. Baronial officers should also file a copy with their Baron/Baroness.

5.2.2.3 To be "warranted" as a local Exchequer (or a Seneschal acting as an Exchequer), a Roster Warrant Request Form must be submitted to the KCOE. A new form must be submitted any time the Exchequer office changes hands. The warranted Exchequer will receive an acknowledgment stating that all his/her information has been added to the roster and that he/she is a warranted Exchequer for that group. These forms should be in the group's files and available on request. This form is due 30 days after the changes of officers.

5.2.2.4 The local Exchequer (or Seneschal acting as Exchequer) is responsible for filing four quarterly reports per year detailing income, expenses, bank information, etc. about their group. These forms should be in the group's files and available upon request. The report is due as follows: Jan-Mar activity is due by Apr 30; Apr-Jun activity is due by Jul 31; Jul-Sep activity is due by Oct 31; Oct-Dec is due by Jan 31. Groups not reporting by the above listed deadlines will be banned from holding any SCA sanctioned events. Groups not reporting one month from the above listed deadlines will be recommended for suspension.

5.2.2.5 The local Exchequer (or Seneschal acting as Exchequer) is responsible for filing yearly reports with the KCOE. Failure to do so will be grounds for immediate suspension. There are no exceptions to this rule. It is the Local Exchequer's duty to make sure that he/she receives the tax forms sent out by the KCOE. If the forms are not received by mid-January, the KCOE must be contacted so that new forms can be sent.

5.2.2.6 If a group opens a bank account, the Exchequer must ensure that it is set up in the following manner: The account is in the name of The Society for Creative Anachronism, Inc. (SCA, Inc.), Status (Barony, shire, etc.) of Name (Groups name). The Federal Identification Number 94-169-8556 is used on the account, and the KCOE is an authorized signer on the account.

5.3 Kingdom Events

5.3.1 Autocrats of Kingdom Events are responsible for filing financial reports and making a donation to the Kingdom Coffers within one month from the day of the event.

5.3.3.1 The KCOE will contact the autocrat before the event to explain these responsibilities to them and provide them with the necessary forms.

5.3.3.2 If the autocrat does not receive the forms from the KCOE within one month of being named autocrat, they should contact the KCOE so that new forms can be sent.

5.3.3.3 If the KCOE has not been contacted concerning the Kingdom Event within the one month period given, a formal complaint will be filed with the Crown.

6. Kingdom Chronicler

6.1 Duties and Responsibilities

6.1.1 The Office of the Kingdom Chronicler is responsible for all publishing activities within the Kingdom of Atlantia and for disseminating information of importance to the citizens of Atlantia.

6.1.2 The duties of the Kingdom Chronicler include supervising the Deputy Kingdom chronicler(s), the Atlantian Historian, the Editor of The Oak, and all local group chroniclers.

6.1.3 The Kingdom Chronicler is responsible for all aspects of publishing the Atlantian Kingdom newsletter, The Acorn.

6.1.4 The Kingdom Chronicler is responsible for publishing and mailing all Kingdom publications, as directed by the Crown, such as The Red Tape Issue (which includes the Great Book of Laws and Officers' Policies), The Order of Precedence, etc.

6.1.5 It is the duty of the Kingdom Chronicler to give advice to the Crown on matters pertaining to the office of Chronicler.

6.1.6 It is the duty of the Kingdom Chronicler to maintain accurate financial records and to provide accurate reports to the Society Chancellor of the Exchequer.

6.2 Contents of The Acorn

The following information will always be included in every issue of The Acorn.

6.2.1 THE KINGDOM OF ATLANTIA DIRECTORY: a directory of all groups in Atlantia, including the name, address, and telephone number of the group's seneschal(e). All changes to the Regnum should be reported to the Kingdom Seneschal(e).

6.2.2 ROYALTY AND OFFICERS OF STATE DIRECTORY: a directory of the Atlantian Royalty, Great Officers of the Kingdom, and their deputies. Any changes in this directory should be sent to the Kingdom Chronicler.

6.2.3 OFFICIAL ATLANTIAN KINGDOM EVENTS CALENDAR: contains all properly registered events.

6.2.4 Letters from Kingdom Officers and/or their deputies, Corporate Officers, or the Board of Directors, when publication is requested.

6.2.5 The SCA Membership Form.

6.2.6 Copyright statement and submission information.

6.2.7 Directory of Corporate Officers, Board of Directors, Landed Baronages, Principals of the Orders, and Kingdom Notables.

6.2.8 The cover will have the name of the newsletter, volume and number of the issue, and the year of the issue, both by Annos Societatis and Gregorian reckoning.

6.3 Submission Information

All submissions should be sent via email or on a 3 " DOS-formatted disk in either ASCII, WordPerfect 5.1/6.1 or MS Word 6.0 format. Any graphics should be in one of the following formats: BMP, CGM, GIF, JPG, PCX, TIFF, WMF, or WPG.

6.3.1 Submissions sent on diskette or via email must be IN MY HANDS no later than the first day of the month preceding the publication month. (i.e. November 1 for December Acorn)

6.3.2 Submissions sent hardcopy only must be IN MY HANDS no later than the 25th day of the month preceding the month before publication (i.e. October 25 for December Acorn).

6.3.3 ALL SUBMISSIONS FOR THE SEPTEMBER ACORN MUST BE IN MY HANDS BY JULY 25. NO EXCEPTIONS !!!

6.4 Registering Events

6.4.1 ALL events must have a completed current event registration form filed with the Kingdom Chronicler prior to the publication of any event information.

6.4.2 Event registration forms must be filled out completely, TBA is acceptable if the site is not secured.

6.4.3 Events are placed on the calendar on a first-come, first-served basis.

6.4.4 If you wish to preserve your 150 mile protection (i.e. prohibit any other events on the same day within 150 miles of your site) mark the appropriate box on the event registration form. Any event with a TBA site cannot be designated as no conflict. If no box is marked, the event will be registered as allowing conflicts.

6.4.5 No local events may be scheduled on the 2nd weekend in January or September or the 1st weekend of the other 10 months, without the WRITTEN permission of the Crown. These weekends are reserved for Kingdom-Level events.

6.4.6 Enclose a SASE or postcard with the event registration form if you desire confirmation of receipt.

6.5 Event Flyers

6.5.1 Flyers will be printed the month prior and the month of the event. Each flyer may have one 8 " x 5 " page. Additional space and additional months may be purchased at the advertising rate.

6.5.2 All events registered will have the following minimum information printed in the Event Specifics section of The Acorn up to one year in advance, space permitting: Event name, date(s), group holding event, city, state, autocrat's name, address, and phone number, and any fighting activities. If you wish more information to appear in the event specifics, please send the information to the Kingdom Chronicler.

6.5.3 All event flyers must contain the following to be considered an official event:

6.5.3.1 Date of Event: Day, month, and Gregorian year event will take place.

6.5.3.2 Group Name: Name of the group holding the event.

6.5.3.3 Location & Directions: Location of and directions to the site including the name, street address, and town where the event is being held, as applicable.

6.5.3.4 Autocrat: Autocrat(s) society name, modern name, address, and telephone number.

6.5.3.5 Cost: Cost of the event with deadlines, as necessary. If there is a cost, the statement "Make checks payable to SCA, Inc./(group name)" must be included.

6.5.3.6 Activities: Brief synopsis of event: whether it is a wet/dry site, any restrictions, child care, merchanting, Arts & Sciences Exhibitions/competitions, type of martial activities being held, etc.

6.5.3.7 Time: Start and stop time of event.

6.6 Advertising Information

6.6.1 Advertising is accepted on a space-available basis, at the rate of $60 for a full 8" by 5" page, $40 for a half page, $25 for a quarter page and $15 for an eighth of a page.

6.6.2 Checks should be made payable to "SCA, Inc./The Acorn". Payment must accompany ad.

6.6.3 Advertising submissions are handled IAW item 6.3 (Submissions) above.

6.7 Duties and Responsibilities of Local Chroniclers

(Note: Baronies are required to have a warranted Chronicler per Corpora. Shires, Colleges, Cantons, etc. are not required to have a newsletter, but are strongly encouraged to produce one. Any of the latter groups that do produce a newsletter are required to have a warranted Chronicler. Landed Barons and Baronesses are discouraged from being the Baronial Chronicler.)

6.7.1 Produce a newsletter worthy of the dignity of your group on a regular basis (monthly for Baronies, preferably monthly but at least quarterly for all others).

6.7.1.1 Every attempt should be made to mail the newsletter by the 25th of the preceding month so that it reaches the populace by the 1st of the month the newsletter covers.

6.7.1.2 Complimentary copies must be sent to the Crown, the Heirs, the Kingdom Seneschal, and the Kingdom Chronicler. You may send other complimentary copies of your newsletter to anyone your inclination and budget allows.

6.7.1.3 Baronial Chroniclers should maintain a directory of all groups within the Barony that produce a newsletter, ensuring that their Chronicler is warranted and sending out the required copies of their newsletter.

6.7.2 Render any reports or assistance as requested by the Kingdom Chronicler. Quarterly or Annual reports are not required. The complimentary copy sent to the Kingdom Chronicler takes the place of a report.

6.7.3 Local chroniclers are responsible for taking minutes at group meetings (or ensuring that someone else takes minutes) and publishing them in the next newsletter. These minutes do not have to be excessively detailed, but should give enough information so that an individual who misses a given meeting has a reasonable indication of what business was conducted.

6.7.4 Maintain accurate records of funds spent and received, and work with the local Exchequer in reporting these funds to the Kingdom Exchequer.

6.8 Warrants

Chroniclers are warranted on a Roster Basis. To be added to the Roster of Atlantian Chroniclers, the following must be sent to the Kingdom Chronicler:

6.8.1 Letter from the proposed group Chronicler giving the following information:

6.8.1.1 Group name and type (i.e. College of Rencester).

6.8.1.2 Name of publication.

6.8.1.3 Chronicler's SCA and modern name.

6.8.1.4 Chronicler's membership number & expiration date.

6.8.1.5 Chronicler's address, telephone number, and email address (if applicable).

6.8.2 Letter from the group's Seneschal confirming that the applicant is acceptable to the group.

6.9 Required Contents of Local Newsletters

(Note: Any SCA publication created and distributed in Atlantia must be created and distributed by a warranted Chronicler.)

6.9.1 Each issue MUST contain the following:

6.9.1.1 Disclaimer: "This is Vol. ##, No. ##, {DATE}, of the {Newsletter Name}, published {monthly, quarterly, regularly...} by and for the members of the {Group type & Name}, part of the Society for Creative Anachronism, Inc. This is an UNOFFICIAL publication, and DOES NOT delineate SCA policies. The {Newsletter's Name} is available from the Chronicler {SCA Name}, c/o {Modern Name}, {Address}, at a cost of $??.?? per year. Contents copyright {199x}, all rights revert to author/artists and may not be reprinted without permission."

6.9.1.2 Cover Information: The cover will include the Newsletter's name, Group it is for, Vol#, Issue #, date of issue (both AS and Gregorian), and any other contents required at the discretion of the Chronicler putting it together.

6.9.1.3 Regnum: A listing of local officers

6.9.1.4 Minutes: Minutes of the group's monthly business meeting to include officer's reports.

6.9.1.5 Location & Time of Local Meetings

6.9.2 Other items that may be published include (but are in no way limited to): letters from group officers, A&S articles, activity calendar, how to articles, cartoons, advice columns, fiction, songs, etc.

6.9.3 Under no circumstances shall the newsletter be used for political commentary, slanderous remarks, or any other item designed to inflame and divide the populace.

6.9.4 Due to the complexity of nonprofit taxation, no local newsletter may charge advertising fees. However, if you wish to suggest a small (voluntary) donation to the newsletter, that is acceptable.

7. Kingdom Minister of Arts & Sciences

7.1 Purpose

7.1.1 To foster the development of the historical accuracy and/or information of Arts and Sciences by helping organize competitions, exhibitions, demonstrations, classes, workshops, publications and guilds. The most important job is communication with artisans, so that all get the help and recognition they need.

7.2 Local Officers

7.2.1 All local officers are appointed by the Kingdom Officer, subject to confirmation by the Crown, after receiving recommendations from the local group. Final authority rests with the Kingdom officer and the Crown. All local groups must have either an Arts and Science officer or a warranted marshal. For a local officer to receive a warrant, the following must happen: The prospective officer must be a dues-paying member of the Society for Creative Anachronism. The prospective officer should be a subscribing member or better; in all cases, the prospective officer must have immediate access to copies of all issues of The Acorn when published. The outgoing Arts and Sciences officer (if any) should write to the Kingdom officer, providing the following information:

7.2.1.1 Date as of which office becomes vacant.

7.2.1.2 Reason for vacating the office.

7.2.1.3 Society and legal names of the recommended successor.

7.2.1.4 Mailing address, phone number and membership number of the recommended successor.

7.2.1.5 Any pertinent information concerning the recommendation.

7.2.1.6 The Kingdom officer must receive a letter signed by at least the Seneschal of the group and the Coronet, if the group is a Barony. Candidate should preferably have a signature by a majority of the officers, verifying that the recommendation is acceptable to the group. This may occur as a footnote over signatures from the outgoing Arts and Sciences officer.

7.2.1.7 The candidate must write the Kingdom officer a letter of introduction, including name, address, phone number and membership number, qualifications and a statement that the candidate is willing to assume the responsibilities of the office. The letter may be included with either or both of the letters described above. No Arts and Sciences officer should hold any other office, at any level. Arts and Sciences officers must make themselves available to their local memberships. To this end, they should have a phone and, should make their phone number generally available to the group. The officer should be prepared to accept calls at reasonable hours from the local members.

7.2.2 Primary duties of local officer are as follows:

7.2.2.1 To file quarterly reports in a timely fashion.

7.2.2.2 To insure that the reports filed provide a reasonably accurate picture of the Arts and Sciences activity in the group in question, particularly in regard to teaching and research.

7.2.2.3 To encourage the Arts and Sciences in the local group. This may be approached in any of a number of ways. One important means involves bringing promising and gifted members to the attention of the Kingdom officer and the Crown. Always encourage people to share their skills and knowledge, through direct exchange in informal and formal workshops, classes, articles, tips, reviews and in any other way that spreads the information.

7.2.2.4 To train deputies, providing help for all the duties above and insuring a reasonably smooth transition when the current officer steps down. An officer may have more than one deputy.

7.2.2.5 To maintain accurate and complete files, providing institutional memory. Files should be maintained for seven years.

7.3 Reports

7.3.1 All officers must submit, in writing, four quarterly reports to the Kingdom officer. In groups without an Arts and Sciences officer, the Seneschal is responsible for filing reports (see Red Tape Issue, Policies of the Great Officer's of State, Seneschal's office, section 1.3.3.1).

7.3.2 Officers of local groups within a greater Barony must report directly to the Kingdom officer, sending a copy to their Baronial officer. All officers must send a copy to their local Seneschal. Baronial officers are encouraged to work with the local officers of groups within their Barony coming to a mutually amicable agreement to meet reporting deadlines. Local groups within a greater Barony are responsible for making sure that the Baronial officer receives their report early enough not to delay the Baronial officer's report. Baronial officers not receiving reports from their local group officers are still responsible for filing their own reports on time. To this end, they are to file their reports without the local group's report. The officer should mention in their report the missing copy of the subsidiary group's report. In the case of a subsidiary group without an Arts and Sciences officer, Baronial group officers are encouraged, but not required, to provide reports on the subsidiary group's activities. (Seneschals of subsidiary groups are not required to report if the Arts and Sciences office is vacant)

7.3.3 The schedule of reports is as follows (reminders will either appear in The Acorn for the month before the report is due, be mailed out directly, or both):

7.3.3.1 First Quarter (January 1 through March 31): Due April 15

7.3.3.2 Second Quarter (April 1 through June 30): Due July 15

7.3.3.3 Third Quarter (July 1 through September 30): Due October 15

7.3.3.4 Fourth Quarter (October 1 through December 31): Due January 15

7.3.4 Normal reports should include Arts and Sciences activities at events, teaching activity, significant individual or collective arts and sciences activities, individuals the local officer considers particularly worth watching, and any problems that have arisen. All reports must include at least the following:

7.3.4.1. Period the report covers (including year)

7.3.4.2. Name of the group being reported on

7.3.4.3. Date (including Gregorian year) the report is prepared

7.3.4.4. Society and legal names of the officer

7.3.4.5. Address and phone number of the officer

7.3.4.6. Status of the officer (probationary warrant; normal warrant; Seneschal reporting in absence of local officer)

7.3.4.7. Membership # with expiration date (for reports issued by Arts and Sciences officer)

7.3.4.8. Name of individuals copied on report

7.4 Warrants

7.4.1 All warrants are maintained by the roster system and are for a period of two years. At the end of the two years, the officer may request a renewal for another term, not to exceed a total of four consecutive years in office. Newly appointed local officers will receive probationary warrants, to last until the end of the second reporting period after they take office. Officers holding probationary warrants who file two quarterly reports on time and are still acceptable to the Kingdom officer, will be issued a normal warrant for a period to end two years after the date of assuming office, pending confirmation by the Crown. Local officers nearing the end of their tenure may apply to have them renewed. Such applications have the same requirements as the original warrant.

7.5 Ending Term of Office

7.5.1 Any officer or deputy may resign at any time. Local officers who choose to resign should also designate a successor and set the transition process in motion as described above. If the local officer fails for any reason to contact the Kingdom officer, someone else must; this usually falls either to the local group's Seneschal or to the acting successor. Officers with an expired warrant desiring reinstatement must write the Kingdom officer applying for reinstatement and explaining why they did not apply for renewal at the appropriate time. At any time the Kingdom officer may remove any kingdom deputy for failure to perform assigned duties. The Kingdom officer, may remove a local officer for cause at any time. In such cases, the local officer may appeal the removal to the BoD. The Crown on its own may suspend any officer, for just and stated cause, for the duration of the reign. (See Corpora, VI.C.5.a.(2)) The Kingdom Officer will place local group officers who fail to file one Quarterly Report or who are significantly late in filing on probation. The Kingdom officer will remove officers on probation who miss or who are significantly late in filing a second consecutive Quarterly report. The Kingdom officer will remove officers who have been on probation three times within two years. The Kingdom officer may also remove officers for failure to comply with any of aforementioned policies. On removing any local group officer, the Kingdom officer will notify the local Seneschal (and in the case of Baronies, the Coronet) and request a recommendation for a replacement. Officers who have been removed, per above, may apply to the Kingdom officer for reinstatement. Application for reinstatement must include the following:

7.5.1.1. A good explanation for the problems that led to the removal

7.5.1.2. Some reasonable assurance that the problems will not occur again.

7.5.1.3. Reports covering any period that remains unreported.

7.5.1.4. Statements by the local Seneschal, and Coronet in case of a Barony, and signatures of a majority of the local officers that reinstatement is acceptable to them. Decisions on reinstatement are the sole province of the Kingdom officer, pending the Crown's confirmation. The Kingdom officer is not required to reinstate any individual and reinstatement is never guaranteed.

8. Kingdom Chirurgeon

8.1 Purpose

8.1.1 The members of the Chirurgeon's Guild provide first aid to the Society for Creative Anachronism, Inc. on a volunteer basis. First aid performed in the SCA is Good Samaritan in nature, and is distinct from medical aid. Although we encourage academic research into medieval medical practices, our standard of care is American Red Cross First Aid. We do not practice medieval medicine.

8.1.2 The Chirurgeonate advises the Marshallate when a fighting related injury or trend of injuries might represent a safety hazard to those who participate in SCA combat.

8.1.3 The Chirurgeonate also promotes public safety and public health at SCA events.

8.1.4 A Chirurgeon is not required to hold an Event; it is recommended though. Also, branches below Kingdom level are not required to have a Chirurgeon as part of its slate of officers. This doesn't mean you can't have one - you just aren't required to have one. The term "Chirurgeon" applies only to a warranted Journeyman or Master in the Guild. If you do not hold a warrant, you are not a Chirurgeon.

8.2 Levels

8.2.1 There are 5 levels within the Guild in Atlantia - Page, Student, Apprentice, Journeyman, and Master.

8.2.1.1 PAGE: must be 10 to 18 years old, with no experience or certifications.

8.2.1.2 STUDENT: must be 18 or older, with no experience or certifications.

8.2.1.3 APPRENTICE: must be at least 16 years old, and have at least current First Aid certification or other medical training acceptable to the Kingdom Chirurgeon. The Apprentice may wear a belt favor with the arms of the Guild on it.

8.2.1.4 JOURNEYMAN: must be at least 18, have current CPR and American Red Cross First Aid, or an international equivalent, or other medical training acceptable to the Kingdom Chirurgeon (EMT, Paramedic, LPN, RN, PA, or MD), be a dues paid member of the SCA, and has served an apprenticeship of at least four events under another warranted Chirurgeon. The Journeyman is identified by a red baldric with the arms of the Guild on it.

8.2.1.5 MASTER: is actually a level of recognition within the Guild. These people meet all the requirements of the Journeyman and have been recognized for their exceptionable abilities and have given exceptional service to the Guild and the SCA. This is an honorary title, not an administrative one.

8.3 Warrants

8.3.1 In Atlantia, we use a roster warrant system. The Kingdom Chirurgeon is responsible for issuing warrants. It is the responsibility of the Chirurgeon, once warranted, to keep up his or her certification. If their certification lapses, their warrant lapses until their certification is renewed. Proof of membership must be sent to the Kingdom Chirurgeon to keep warrants current.

8.4 Duties and Responsibilities

8.4.1 A Chirurgeon must work at least one event a year to stay active. Proof of serving at an event can only be established by reporting to the Kingdom Chirurgeon.

8.4.2 A Chirurgeon must REPORT in writing at least once a year to stay active. In this Kingdom, I ask that all chirurgeons report on a quarterly basis (Due March 1, June 1, September 1, December 1). An event report should be filed within a month of the event.

8.4.3 All service in the Chirurgeonate is on a volunteer basis. No Chirurgeon will be designated as a first aid provider at an event or a portion thereof unless he or she is willing to work.

8.4.4 A Chirurgeon who is available, willing, and designated to provide first aid at an event or portion thereof will wear a baldric charged with the arms of the Chirurgeonate while on duty. A Chirurgeon who is not the on duty care provider and/or is not available or willing to perform first aid at the exclusion of all other activities should not wear the arms of the Chirurgeonate, i.e., he or she should not wear their baldric when not on duty.

8.4.5 Each Chirurgeon will possess or have access to a first aid kit while on duty.

8.4.6 Each Chirurgeon will provide first aid only as defined and/or authorized in the Chirurgeon's Handbook.

8.4.7 A Chirurgeon who is acting as Chirurgeon-in-Charge (CIC) for an SCA event must fulfill the duties and responsibilities of a CIC (see item 7.6).

8.4.8 A Chirurgeon may observe and evaluate the performance of an apprentice Chirurgeon at SCA events. In addition, a Chirurgeon observing an apprentice should endeavor to train the apprentice. After observing an apprentice at an event, a Chirurgeon must report on the apprentice's progress to the Kingdom Chirurgeon.

8.5 Standards of Care

8.5.1 The standards of care for first aid for chirurgeons is that taught by the American Red Cross in Standard First Aid.

8.5.2 No Chirurgeon will administer first aid at a level which exceeds his or her certification and current CPR certification.

8.5.3 Only Chirurgeons warranted in good standing can administer first aid at SCA events with the sanction of the SCA.

8.5.4 Any first aid rendered by a Chirurgeon at an SCA event is subject to the laws of consent of the state in which said is given.

8.5.4.1 No conscious person will be forced to accept treatment without his her consent.

8.5.4.2 Treatment of minors is subject to the appropriate laws of the country where any respective SCA event is held. It is the individual Chirurgeon's responsibility to know and comply with these laws.

8.5.5 Medications of any kind will not be administered by any Chirurgeon with exception of topical antibiotic ointment such as Neosporin.

8.6 Chirurgeon - in - Charge

8.6.1 The will be a CIC at all SCA events where the Chirurgeon's Guild is functioning to coordinate and organize other chirurgeons at the event. Only Chirurgeon in good standing can function as a CIC.

8.6.2 The CIC will inform the appropriate officers (Autocrat, Marshal, Herald, site security) at the event that he or she is present.

8.6.3 The CIC will organize and coordinate other chirurgeons functioning at the event.

8.6.4 The CIC will inform the populace that the Chirurgeonate is functioning at the event and will find a means to ensure that the Chirurgeonate can be easily located.

8.6.5 The CIC should know how to contact emergency medical services quickly should the need arise.

8.6.6 The CIC is responsible for gathering all injury reports, refusal of care reports, and all other pertinent paperwork for inclusion in the event report in a timely manner.

8.6.7 The CIC should insure that there is adequate first aid supplies available at the event.

8.6.8 The CIC will coordinate with the Water Bearers working at the event.

9. Kingdom Clerk of the Signet

9.1 Structure

9.1.1 The Office of the Signet is administered by the Clerk of the Atlantian Signet and his/her assigned deputies.

9.1.2 The Office of the Signet and the Clerk of the Signet derive responsibility from, are warranted by, and have sole responsibility to, the Crown of Atlantia.

9.1.3 The Clerk of the Signet is responsible for establishing and maintaining a staff necessary for performance of the Office's duties. This includes selecting and warranting the Deputy Clerk of the Signet and any assistants as the office requires (which includes the College of Scribes whose duties are scroll production).

9.1.3.1 A warrant is required only for the assistant entitled Deputy Clerk of the Atlantian Signet

9.1.3.2 The Deputy Clerk shall work directly with the Clerk of the Signet in administering various aspects of the office.

9.1.4 The Scrivener Royal is a Kingdom Notable chosen through competition overseen by the Clerk of the Signet. The position is held for a one-year term. Duties are to be a scribal assistant to the Crown and the Signet Office, if requested, primarily dealing with promissory/scroll production and any special scribal needs at events.

9.2 Duties

9.2.1 The Office of the Signet is responsible for production of scrolls for subjects of Atlantia and for other Kingdom documents that the Crown may request.

9.2.2 The Office of the Signet shall work closely with the Office of the Triton Principal Herald, as Armoury is an inherent element in most scrolls required for the Kingdom.

9.2.2.1 The Office of the Signet shall maintain correspondence with the Triton Herald's office to ensure timely and accurate incorporation of Armoury into Kingdom scrolls. The Office of the Signet shall collaborate with the Triton Herald's office in other areas as needed.

9.2.3 The Office of the Signet shall maintain correspondence with the Atlantian Clerk of Precedence to keep current the list of outstanding scrolls.

9.2.4 The Office of the Signet shall cooperate fully with the Office of the of the Minister of Arts and Sciences in teaching, encouraging, and recognizing the Scribal and Book Arts and Sciences in the Kingdom.

9.2.5 The Office of the Signet shall participate in the selection of the Scrivener Royal, along with the outgoing Scrivener and the Crown, and shall assist the Scrivener Royal in his/her duties as requested.

9.3 Policies

9.3.1 The Clerk of the Signet, or, under supervision, his/her warranted Deputy, is solely responsible for the assignment of scrolls to the College of Scribes.

9.3.2 Membership in the SCA, Inc. is not required for award recipients to receive scrolls.

9.3.3 Award recipients who no longer participate in Society functions will have their scrolls completed on a lesser priority to those scrolls required by active participants.

9.3.4 The Clerk of the Signet must approve any deviation from these assigned policies.

9.3.5 Scrolls requiring the display of Arms will be assigned only if the recipient has registered both Name and Arms with the College of Arms.

9.3.6 All scrolls must be inspected and verified by the Clerk of the Signet before they shall be presented for signature and/or seal by the Crown.

9.3.6.1 The accuracy of scrolls not inspected and verified by the Clerk of the Signet or his/her representative, shall be the responsibility of those signing the scrolls.

9.3.7 The Clerk of the Signet shall present scrolls for signatures/seals of the awarding Crown. In cases where the awarding Monarchs are not available to sign the scroll, the current Monarchs shall sign in their place.

9.3.7.1 In cases where scrolls are delivered directly to the recipient, responsibility for obtaining signature/seal by the crown devolves to the recipient.

9.3.8 Private commissions (i.e. production of Kingdom Scrolls outside the Office of the Signet) are permitted and encouraged, provided the Clerk is notified of the commission. This prevents duplicate work.

9.3.9 Scrolls are not required for those categories of Atlantian Awards that do not appear in the Atlantian Order of Precedence.

9.3.10 Scrolls for the following Atlantian Awards, honours, and orders -- King's award of Excellence, Undine, Queen's Order of Courtesy, Shark's Tooth, Order of the Yew Bow -- shall be commissioned by the Clerk of the Signet at his/her discretion and by application only.

9.3.11 The Office of the Signet will assist Atlantians moving out of Kingdom to contact the Scroll Officer in the new Kingdom of residence to facilitate scroll production there, if so requested by the relocating Atlantian award recipient.

9.3.12 Other specific and miscellaneous policies and/or policy changes shall be published in The Acorn and other publications as the Clerk of the Signet shall deem necessary.
