HONOR should accept variable amounts

The HONOR command currently fails if you don't have enough money.
I believe that it should work like GIVE, in that it HONORS as much as
it can, up to the amount specified. As a corollary, it should be
possible to specify a "have-left" amount that won't be spent no matter
what.

Any other opinions?
