enforce orders

On the issue of the enforce order I tend to agree that it seems
to be just a way of getting round the lack of conditionals
in the order syntax. ENFORCE is not really necessary, although there
is a precedence for it. The Ferry command ensures payment for
services rendered.
Personally I'd prefer to see the ferry command generalised
so that it allowed stacking with the unit rather than simply
entering the ship. That would make my ferry service to the
clouds a _lot_ easier. No more silly wait cloadtrip flags.
