I think controlled units should be able to execute ADMIT, DEFAULT,
DEFEND, HOSTILE, and NEUTRAL. It's a little weird that they inherit the
permissions of the owning faction, but can't set their own.
I also think they should be able to execute BEHIND. One of the most
natural uses for them is simply in combat; it's strange that they can go
in the front lines but not in the rear.
Finally I think they should be able to execute FLAG. Why can they
execute WAIT but not FLAG? (This is a convenience more than anything
else, since usually you can achieve the effects of FLAG with more
complicated tricks.)
Finally, you might also allow them to FORGET. :-)
