Suppose I just set up my orders earlier in the turn so that I never
actually get to the ENFORCED orders, or not at the specified time. Then
you are still left executing your enforced orders, because I did execute
mine, but they just didn't happen to get executed.

I don't see how your proposal would ever be useful.
