I personally dont see this as being a problem because it seems to me
that there can be no such thing as a "ghost town". If there isnt a noble
in the temple, cant we assume that there are peasants there? (Those same
peasants that you can recruit 15 of each month.)
In any case, now that we have a civ-level cap, there really isnt (IMHO) a
problem anymore.
