Map too small? 100 * 100 is 10,000 locations, plus sub locations! No single
faction could every visit every location! Jeez, with 200 players, thats 50
provinces each! If half the spaces are ocean, that still leaves 25 per player.
It would take several years game time to get that many nobles!
