But overall, I think that roads are a great idea.

That's fine, but that rate of movement ought to exceed the rate through
open terrain of any normal kind.
That makes roads through mountains really a good deal. But if there are
increased construction/maintenance costs for roads in various terrains,
that will compensate.
Maybe stone needed should be (days normally needed to travel that
direction) * 100
