MAKE vs TRAIN

A mistake I have almost made more than once now, is to try to use MAKE
to train troops. Is there any reason why MAKE and TRAIN could not be
the same command, and one just an alias for the other? As far as I can
see, there is no ambiguity.
(It might even be the case that it already works this way, but I don't
feel like making an intentional error to find out.)
