In my opinion, Rich ought to consider hard limits to the numbers of
people that can fit into a tower. If you & your 50 bodyguards try to
enter a tower that already has 62 people inside, you don't fit and
your MOVE fails. To me that's a little more reasonable than the
current behavior of "everyone fits, but only the first N benefit".

As far as roads go, they ought to wear porportional to the civ level
and usage by players. That is, a road through a high civ level
province that gets used a lot by players ought to wear quite quickly
and need a lot of maintenance. On the other hand, a road out in the
middle of nowhere that sees little use ought to wear more slowly --
just from weather, basically.
