Exactly. I was shocked when I read the rules and found out that
garrisons were allowed. The whole character of Oly II is that you
can't do anything without a noble. This is distinct from Oly I,
(wherein men were not inventory, and one had units of soldiers,
peasants, etc. floating about, for those who didn't play Oly I).
While I was put off by this at first, I think that it defines the
unique character of Oly II, and I wouldn't want to blur the line.
