I have to say I really like the inner location garrison concept. This also
solves the problem of how to make caches of stuff in unused inner locations.
These garrisons should not collect income for inns/temples/castles but just
provide a way of leaving some defense and caching stuff you don't want to
carry around. Province level garrisons would still forward taxes to the
castle, as before but perhaps we can introduce the notion of an unsworn
garrison so that anyone can create them anywhere and factions who haven't
got a faction yet can mark their turf. It'd be pretty expensive to keep
a lot of garrisons without having them pay themselves out of the tax pro-
cedings, of course.
