Remove FOUND order

The FOUND order is somewhat problematical because data structures
which are built during the original map generation (such as the
trade route) are difficult to incrementally add later. Also, it
seems to be of minor importance to the game. Thus, it is a high
cost/low yield feature, and I propose removing it.
