You have to be careful not to make it too hard for a starting player to get
going. At the moment an unlucky player could wander out of the safe haven to
explore, run into an angry mob, get captured and have a very boring few months
waiting to escape or be rescued.

I'm all for friction if you are stirring things up. But unintrusive nobles
should probably get ignored.
