Small random variations in commands are definitely a good thing.
Noone should be able to calculate their expected income or the total results
of a n action in advance, but they should be able to get a decent indication
of what was likely to happen, with the small random variations giving enough
variation to keep everyone on their toes.
Having a fixed universe gets boring !!
