People are forgeting that there should always be a bad side to everything.
Warlords shouldn't get taxes without a price. They should be able to set
a tax rate. If the tax rate is too high, bad things would occur ie tax
evasion, demonstrations, riots and even revolts.

Implementation would be hard.
