Land ownership is something that many players want, but that doesn't mean
that it has to be all power and glory for them. The higher you climb the
ladder, the more people there are who will want to pull you back down.
o Rulers will have to worry about threats to their regions
such as IMPRESS and PILLAGE.
o Other players will always be trying to knock the current
ruler down and climb to the top of the hill.
o If location control grants only mild economic or combat
advantages, it shouldn't be destabilizing.
