Hmm, OK. I'll answer the question. No.
As far as I know, no TIB has ever acheived a 611 skill with greater than
28/28 study days.
The reason I didn't answer the question in the first place, is that it was
not directed to me. It was directed to a LoTC noble.
I was merely cautioning a friend not to take Times rumors too much to heart.
