This is easy. I can tell you how they do it.

1.) You start out with, by far, the largest alliance in the game. (largest #
of factions)
2.) Have the majority of the members get together for weekly planning
sessions.
I'm talking face to face, RL meetings, not E-mail or chat.
3.) Dedicate the newer factions to infrastructure and resource gathering to
support the war effort, until their mages are trained up. (this is
supposition on my
part)
4.) Have the high level mages teleport critical scrolls to ALL mages in the
alliance, to
bring them up to speed faster.
5.) Go out and kick butt...

I know I've left out a few steps, but you get the idea.

They are the largest alliance, with a level of interfaction cooperation
unavailable to any other alliance.

Over time, (90 turns) that means they kick ass. Plain and simple. Bugs or no
bugs.
