I think we are looking more at a programming quirk that has unforseen
sideeffects. Garrisons need to have all the attributes of characters
in terms of a unique ID, able to attack and defend like a character,
hold items etc. They just can;t move or issue orders but that isn;t a
problem as they aren't really under any ones contro in terms of
issueing orders. So Rich makes them part of the character database.
Good programming technique. It just means they are vulnerable to
character attacks. Which means you could probably make them immune to
visions (Anybody ever visioned a garrison??), you might be able to
teleport items to them if you are in the pledge chain, etc

If you want a rationalisation think of it this way:
Only nobles can lead troops, this is because of there above average
skills and charisma (peasants 1,1 nobles 80,80)

Garrisons are lead by a garrison commander who is not cut from the
same cloth. He is however the sign of authourity in the area and
keeps the troops in the garrison under control. Kill him and the
troops will wander off and do whatever 1500 armed killers do when
they are no longer wanted.

In peactime presumably the men in the garrisons would be spread over
the realm keeping the peace. In times of war it would probably be a
good idea to keep the troops under the command of real leader not
some pensioned off flunky who is going to keel over at the first sign
of a necromancer.

Anyway I can;t see something so fundamental to the database design
being changed when it is not that much of an imbalance.

If you ask me (I know no one did but tough) the best way to restore
the balance which has tipped a bit far towards necros is to remove
absorb aura blast. It seems a bit rough that the most powerful
offensive skill at long range goes hand in hand with a perfect
defense.

If there was no abosbing then aura blast becomes used much less often
by the big alliances becuase they can't channel their aura into one
mage and recharge him quickly. You start blasting and the other side
will blast your blasters first.
