Correct. I tried building an Inn in Port Aurnos when I started, and
had to settle for a Tower. Only Towers are available to be built in
safe havens.

Also ask the local rulers, in your case the Lords of the Crown, as
more than one Inn in a province dilutes the return, and rulers tend
to be a little testy about things like that!

So far, ten pikemen have stood off every attack on structures in
Khazhad-Dum. But be sure they are pikemen, not ordinary soldiers as
they have sometimes lost. Usually it is one Noble and 6 pikemen
making mincemeat of 25 savages or so, but lesser bands have shown up.
So ten should be safe as can be.
