You misunderstood the original point.

Authoritative doesn't mean law of nature. In the case you stated,
authoritative means simply a political-philosophical opionion.

In other words, as represented in the earlier but poorly used example of
medieval times, there are no social laws in this game except those which
we declare. If the BORG want to claim the sea as their territory, then
let them defend it. Period. End of story.

Besides, to compare the politico-philosopho musings of a 17th century
european writer as an authority over this game is a fallacy.
