The difference is that the sea is a fast and easy way of transport
and therefore often used by traders. When there is a war on land,
the warzone is usually limited to the lands where both enemies
live. The sea is used by a lot of other people who want to
explore, trade, etc...

A conflict occurs on land and alliance leaders

But if someone claims they will attack every ship in an area
where 2 safe heavens are situated, doesn't this mean a lot of
danger for newbies ?? But the BoRG probably don't care because
they are tough mercenaries and would probably kill their own
mothers if they got paid to do it !!
