Basil likes to be vague and unhelpful in his posts. The fact is that a
controlled creature item (cci) gives you a bonus NP that is tied to the
controlled creature. If you give the cci to another faction, they are
forced to transfer a NP to your faction. For most things, it is better to
have a NP to do with as you wish than a controlled creature which cannot be
trained.
You get the cci's from questing. I belive they are given out randomly. The
rules don't mention.
