Exactly who's at fault here? Are we talking about the account balances
which appear on each and every turn? Are we talking about "customers" who
have let their balances go negative without taking action?

Blaming this on Rich is ludicrous. The only warning we as players need is
the account balance on our turns. When it goes negative, that's a clear
and obvious indication for *us* to take action. If we need to make some
form of payment arrangements then the onus is on us to contact Rich and do so.
