But can you make them autoattack any savage group that
shows up the minute they show up? Which I think what

Nope, we just issued decree hostile against the individual savages that
appeared. We tried issuing a decree hostile 100 (independent player), but
that did not work. Either savages have a different faction id than 100 or
they don't have a unifying faction at all.
