Actually, the game design is even trickier than that. There are free-ranging
savages that will show up and claim the castle (inn,tower,or whatever
building).
These creatures make life miserable because they also attack any structure in
the province level (they do not attack structures in 'inner' locations like
cities).
When moving into a structure, you often have to follow the "move [structure
id]"
command with an "attack [structure id]" command just in case some savages
moved
in while you were out shopping (or whatever). This can lead to problems for a
newbie that comes along, sees an unoccupied structure, assumes it up for
grabs,
and moves in. The owner can accidently kill or capture the newbie noble. If
there
is any doubt about the ownership, better ask.
