I think that a faction starting today could probably find several
alliances happy to give them land and scrolls, and could quickly
become powerful. The only thing that takes a long time to acquire is
additional NPs and magical skills.

Given this, there's not _that_ much reason for a G3... other than that
it will have new, different politics.
