Hmmmm.... How have they tested it? I've been able to find spells researching with a 6th black circle mage or greater in a province above civ-1 as recently as turn 71. It's possible I've overlooked something, but that would seem the basic situation to me.

As far as I can tell, the rate of success is the same as it would normally be for research, so you were probably just unlucking if you spent much time researching in this situation without discovering anything.

I've reported this to Rich, but didn't mention anything to this list for reasons that are probably obvious. But, since there appears to be some confusion, I felt I mention what I've seen.
