Broken promote order

I think the promote order is broken. I used it to promote a man farther down
in a stack, who incidentally had all the money; and it dropped him from the
stack instead. The results:
30: Maintenance costs are 115 gold, can afford 0 gold.
30: Three peasants starved.
30: Ten crossbowmen left service.
30: Five elite archers left service
