Their is no restriction on anyone placing a bounty on anothers head, if they
feel they have justified reason , it being their noble and his dead is in my
opion a justified reason, but if someone takes it up and killes the wanted man
on someone elses land then they will obviously have to suffer the consequences
of their actions, ie they may not live long enough to claim the reward, after
all it is a dangerous world we live in.
