The Accord == Treaty. Same thing.

They weren't part of the Accord. One or both played the "silent game" when
asked to participate.
Now, what *was* part of the infamous Accord was a split of New Empire land
between LotC and Inner Circle. Rescinding this part of the Accord would
make a certain alliance very angry.
