I posted that a while back (several months ago, I believe). What
happened to me was that one of my contract nobles started learning
Beastmastery way back (in the 20 or 30-something turns, I think, without
going back to check) and my faction was indeed deducted the noble point
for it. Unfortunately, he was attacked and killed before he could
finish learning the skill, and when the body expired, I only got one
noble point back.

My best guess as to what happened is that I only got back the nobles
points for the noble and any noble point costing skills he knew (in this
case, none), even though I had paid for Beastmastery.

Of course, I haven't tested this theory out since that happened to me,
and I wasn't able to get Rich to confirm that this is the problem, so
the bug could be something else. However, I did have another noble who
actually knew Beastmastery die at the same time (what can I say... it
was a rough period), and I correctly got the noble point back when his
body expired.
