We in Plato will abide by the Yellowleaf treaty unless another side
breaks it. The noble ghost does not break it in the above statement,

I should add that we doubt Eagle's honesty not at all. They have been
with us above-board in every encounter, save those meetings with the
Empire. It is only with the ghost that we have well warranted
suspicion.

LotC violations of the treaty you profess to hold as sacred are the
cause of all this. E-mail on this list delivered this _very same
weekend_ tells of this tale.
As for your talk of conspiracy, we see once again how suspicion and
aggression towards ones neighbors can bring non-allied neighbors like
the HARN & IC together in warlike action & resolve. As Fox's bullying
ways brought his neighbors together, so the LotC's practice of the same
reckless diplomacy has brought together in some fashion HARN & the IC.
The only conspiracy when the many come together to resist the bully is a
conspiracy for what's right, & for the punishment the bully hath justly
earned.
