That's not what Plato wants. Mostly, we want to make sure that newbies
starting in Yellowleaf can get going without having to answer to
anyone when they collect resources, even to "prove" that they're a
newbie. This was our consistant stance during the peace negotiations
(quite a few people remember this), and LotC should know this was very
important to us because I spent quite a lot of time attempting to
explain it to them using small words.

The closing of the city is the main issue. The Inner Circle has a good
policy regarding resource collection near Yellowleaf; why can't LotC
understand this?
