You've got this totally wrong. Deserters stay in the game, usually in
the place they were where they left service but not always--they have a
random chance of wandering each turn. By swear, this means they are
taken prisoner and then bribed or tortured. Sometimes when contract or
fear loyalty lapses it's easier just to kill them and use the NP for
something else. The problem that several players are experiencing is
that they aren't getting the NP back.
