The rules state that "Characters which renounce service because of
lapsed contract or fear loyalty do not immediatly return the NPs to the
previous owner. The previous owner of these characters will not recieve
NPs for them until they swear to a new player faction or die"

I assume this means that the noble's ID number will become part of
someone's 'next five nobles formed will be...' list. When someone
chooses this character he will have sworn to a new faction and the NPs
should be returned.

The death one is more ambigous as nobles tend to be pretty much immortal
save accidents, and deserters dont appear as active parts to the game.
