Except that he makes mistakes every time. If no changes can be made,
the game is less fun for all.

He's already made changes this game: prisoners no longer count to
reduce the movement penalty. Personally I thought that was a bug.
I also feel that it's a bug that the total to be made from trade
is greater than the total to be made from taxation.

That's not quite true -- nobody knew how much trade routes made, how
many cities there were, etc. It was only after people had played for a
while that they learned these things. In that way, people who started
at the beginning have a disadvantage to people who started after a few
dozen turns had passed.
