I like these ideas, but I had the impression, although vague, from the rules
that there were hidden cities and provinces (i.e., "blank
Areas on the map" to which one cannot pass), but I have never
Encountered one or heard of anyone who has.

Move tower won't work because you can have more than one tower in a
province. For provinces that have structures which you can only have one of
each type such as castles or cities, I feel this is a good idea and has
merit. I would like to see hidden cities added to the map. Would be nice
to find a city which you had to explore to find. I would also like to see
cities on islands in the sea.
