Making Cities

Combining several ideas that have been presented.
How about.

There can be only a set amount of cities in the game.
So for a player to "create" a city one has to die.

A player can build a town. With very limited benifits.

Excessive pillaging can kill a city.

Once there are to few cities in the game the town in
the provience with the highest "civ" level converts into
a city.

The civ is in quotes because it could be an adjusted civ
level. For this calculation The provience would get the
civ bonus for all structures, but would not get the
civ bonus for being beside a high civ provience.
