Everyone is talking about building cities well surely the first stage
is a village and then a town and then a city, this could be achieved
in a way similar to castles with build village command using x amount
of stone and then an improve order would alow you you to build up to a
city, the civ leval would only be adjusted for having a city not a
town or a village in fact the rewards for building them would have to
be limited the goal being a city which if any one knows would take a
very very long time to build.
