re:Creating cities

In response to the below e-mail discussion I have another thing to add.
Why
not be able to create a city as well as destroy it? I think 500 stone
plus
any number of pikemen between 31 and 150 should allow you to create a
city.

I think it's a balance question. If cities are too easy to create--and
your set-up is something that I could do pretty easily--it'll unbalance
the game. Ther would be cities in every province in more advanced
alliances' territory. "Winking in" cities only when cities "wink out"
would at least conserve the total amount of cities on the map.
The abuse would be when SuperPowerful faction destroys all the cities in
his territory until they're located just where he wants them.
Question posed: is this necessarily a game abuse, or a RL parallel?
