Actually, you can get to 8 (city, all improvements including a level 6 castle;
a mountain or rocky hill is required to support your mine). 'Safe haven'
counts for two, but that includes the city bonus and no safe havens (that
I know of) are in provinces that permit mining, so once again it's capped.
That being said, yes, city level 8 _is_ a very nice thing to attain. ;)
