What he's saying here is that there is currently a maximum of 7 that a
province will all building types can have. Because of the way that
civ-levels halve as you move outwards, being able to go to 8 would result
in a large jump in income for the castle-holder who has garrisoned the
surrounding environs, even when compared to trade.
