But again in realistic terms if you own a port and do not have a navy
what is the point in holding a port, so assume you have a navy again
if someone does somthing wrong in your city ie breaks your laws you
have to catch him so if he escaopes to sea you have to chase him, if
the effort cost more than the crime then you have to make that
decission. Its all part of being a ruler just cause you made yourself
king doesn't mean everyone obeys you.
