In theory, I agree with you 100% percent. Reality says that you are going
to come across these kinds of players in any kind of game where computers
are involved. I play several PBM and PBEM games, and cheaters/hackers have
popped up in every single one of them. Its very unfortunate, but if its
any consolation a vast majority of these folk were caught and thusly
expelled from the game permanently.
