peasants in combat

Olympians,

The rules clearly state that peasants (and workers) will not participate in
combat when their stack ATTACKS. But they will "counter-attack" when their
stack is DEFENDING.

My question is this. Are peasants considered targets when they are in the
ATTACKing stack? In essence, can peasants be used as cannon fodder to
obsorb hits?
