"Neutrals" in the Yellowleaf area

In the recent activities around Yellowleaf, there have been claims
that "neutral" factions have been attacked. Yet not one of these
"neutral" factions has written to complain.

If you know of any "neutral" factions in the Yellowleaf area who have
either been harmed, or have gotten excited and blew away a few
garrisons without thinking, please contact me immediately. Our
war is with the so-called "New Empire", not newbies.
