Andrew,

You should be happy, it is only dumb savages you have to fight. If
these were nobles welding real armies the fight would not be so easy.

I don't believe you can target savages in the way you wish. You do
have one option and that is to declare hostile ALL. It could get messy
if you have to deal with more than one faction but if memory serves me
here individuals are checked prior to faction so if you say defend 1234
and have hostile ALL, you should not attack the one you have listed to
defend. Then again I have not tried this.

Is there any way of issuing a generic Hostile to all savages order or
do you need to know their entity number to attack them?

Are savages members of a 'faction' that could be declared hostile?

What are the conditions for savages to appear?

Sorry for so many dumb questions but these things breed like flies.
