You could put in 9999 and it would probably always work as intended.
Alternately, if you really wanted to know how 0 works, you could issue
an order with a 0 in it followed by an order with a 9999 in it. If
the first works, the second will fail (you can't build a structure inside
a structure, you can't build 2 structures with the same id).
